It is all about a portrait of John Quincy Adams, paid for out of the pockets of United States citizens, and which mysteriously turned up in the embassy here more than a generation ago. NEW YORK, October 22.—Plans {tor development of concessions grant- ed to the Ottoman-American Develop- ment Company by the nationalist as- |sembly of Turkey were made public here. They were prepared by committee wWhose appointment was authorized September 26 last, and provide for tapping the resources either directly or through sub- conéession for which bids already have been made by Turke, Americans, Englishmen, Frenchmen and Ttallans. A group of British financiers have offered to underwrite from £5,000,- 000 to £10,000,000 the exploitation of certain districts. The Ottoman-American Develop- ment Company, with 50,000 shares of capital stock, will be the parent com- pany, with the Ottoman-American Operating Company, to be organized under the laws of Turkey, the hold- ing company for whatever subsidiary companles may be organized. Fifteen important concession de- voloping companies, with 210 su sidiary companies, are contemplated. Twelve railroads and three ports are to be buflt, each with important sub- concessiong, including mining rights, for a distance of twelve ami a half miles on each side of the railroad which traverse districts rich in oil, copper, gold, platinum, silyer, mang: nege, iron,'tin, zinc, salt and coal. Twenty-Year Progra The_program of development as described in the plan would take about twenty years to carry out, it is _estimated, unless concessions were sold_to other bidders, in which case the time might be reduced to five. If they are sold, the groups buying them will undertake to finance them, make & cash payment to the Ottoman= American operating company and give from 25 to 60 per cent of their stock and royalties or a part of thelr gross receipts to the selling company. In addition to the mining rights, each railroad company will have the privilege of tapping lakes and rivers for water and power and that of sell- ing either commodity. These rights would cause the formation of many subsidiary companies in the real es- tate, construction, quarrying, restau- rant, express and other flelds. The massacre is attributed to exag- gerated rumors of outrages alleged to have been committed by Koreans after the earthquake. These rumors originating in Yokohama, spread rapidly throughout the. devastated area. In Yokohama alone the police found it necessary to transfer 750 Koreans to ships in the harbor in order to guarantee their safety.
