Were the au- thorities remiss, or were they not, in the performance of their duties? W hol lame? o ene are the questions which the public is asking today. They have not been answered. How can they be answered? Probably best by a study of the conditions on which lay the founda- tions_for the swindles, of how the swindles developed and were op- erated. It is the purpose of this series of articles to set forth those conditions. The story is written with the pre- sumption that the reader is famillar with the stories which have been published in the news columns of the newspapers fecently on develop- ments in the investigations by the { public authorities of bucket-shop af- fairs, and no attempt will be made to rehash such news, but rather to | acquaint the reader with the condi- tions which led to those develop- imcntu. History in Cycles. The history of the stock market is_a history in cycles. In the cy{‘les there are recurrences of boom perlods for mining stocks, of boom periods for railroad and in- dustrial stocks, boom periods for public utilities stocks, periods of big upward movements in prices for stocks based mainly on speculative buying and periods of upward move- ments in prices based mainly on in- vestment buying, boom periods for bonds and other investment issues. Also there are cycles representing the return again and again of periods of depression, some of these period: representing 'a discounting of busi- ness depression and some of them representing a correcting of specu- lative abuses in the securities markets. Boom Time for Thieves. Inasmuch as there are these cycles governing the movement of prices in the securities markets, it 8 not un- natural that there should be cycles representing boom perfods for the underworld operators in finance—for the gentry who take advantage of the enthusiasm created by legitimate boom periods and prey on the cupld- ity of the unwary or ignorant pur- chaser of securitics.
