FERY TALK WIS MUSSOLIN REFORM Picturesque Scenes Enacted i as Premier Demands and ! Is Given Confidence Vote. By tie Avsociatad Pres: ROME, July 16.—Amid scenes Tarely enacted in any chamber, Pre- mier Mussolini last night won a vote of confidence from the chamber of deputies with a margin of 163 votes on his electoral reform bill. Before the vote was taken he har- angucd the deputles in his accus- tomed style. His flery address was punctuated with outbursts of ap- vlause both from the benches and the galleries. The emotional wave swept is auditors into songs and wild demonstratigns. The vote was 303 to 140, seven not voting. The bill changes the system under Which the present chamber is chosen, abolishing the plan of proportional representation and glving the party receiving the most votes two-thirds, or 385, of the seats in the chamber. While ‘the proportional system would end as now used, it would still apply 1o the minority partics. The effect Is to make one constituency instead of fAifty-five out of the entire country. Commanded Chamber. In hic-advocacy Mussclini did not plead; he commanded. He empha- sized his points with loud bangs of bis heavy fists on the rostrum. “What is liberty?’ he asked, answered. “Liberty is not license. have crossed the road where it has cezsed to be license.” Turning to the soclalists and com- s again, to whom he directed of his sallles, he said the so- always assert that there is and clamor for liberty to and “Yet these same socialists” he added. “do not Lesitate to commit in- duries against free work. In Russia is there liberty of assembly, of the press. of parliament, or other erties?” And the chamber hurled back the ancwer: “No:” i DANCER WINS POINT. The allies made this proposal last night in an effort to break the deadlock. In the opinfon of neutral | newspapers the international strug- | gle for possession of oil flelds Inas reachea the surface in the; { present Lausanne conference,'as it did | at Genoa, at The Hague and at the first Lausanne gathering. You Know We Must Know When it comes to roofing troubles — and how to overcome them, you know from the record of our work here in Washingtort that we must know our busi- ness. The roofs of some of the most important buildings here—private and public—are under our care — and they furnish the best possible recommendation of our ability to keep them in first-class condition. A red flannel patch on a black coat may cover the hole—but it doesn’t repair the gar- ment. Nor does mere indiscriminate patching restore a roof to normal efficiency., - It takes judgment and skill—and we put both into our work. " Summons us the roof goes bad. Phone.
