President Harding has directed the appointment of negro eligibles to all staff positions of the new Negro Vet- erans’ Hospital at Tuskegee, Ala., when reached for certification in ac- cordance with civil service rules. This announcement by the Civil Service Commission settles a dispute among three factors, one seeking the employment of white persons only, another the employment of negro per- sonnel and white doctors and the third asking the entire hospital staff be composed of negroes. Director Hines of the Veterans’ Bureau pre- viously had ordered the employment of negro doctors as far as possible at the hospital. He declared, however, that the chief medical officer, at least for the present, will be a white man. This measure was ©o have been pressed for passage before Thursday, on which date the house has arranged to adjourn for the Whitsuntide va- cation. Measure Opposed. It seems to be recognized, how- ever, that the measure is likely to incur more opposition than has been cxpected and It is now understood that the government has decided to defer introduction of the bill until after the recess, calling the commons together one day earlier than was intended. Opposition political writers say the bill will be fought tooth and nail and that the government will be sternly called to account for the de- linquencies of Secretary Bridgeman, Attorney General Sir Douglas Hogg and Viscount Novar, the secretary for Scotland, in allowing the pris- oners to be sent to Ireland. There is an insistent demand for the resignation of these officials.
