BY I. A. FLEMING. S. P. Gilbert, jr. undersecretary nt the Treasury, is authority for the Statement that there are now out- standing matured coupons on liberty bonds of an aggregate value of $5%.- 314,380. It is probable that a large number of these coupons will never be presented for payment. Treasury officials are recelving fre- quent information from banks and post offices to the effect that mans bolders of coupons believe that they must pay instead of receive interes!. Tt is also believed that many hoMers of liberty bonds have cashed coupon as they muture and then, thinking the bonds of no further value, de- stroyed them. Some owners are evidently too igno- rant to know just what to do with their coupons, while the bonds de- stroved by accident, stolen and loat will help to account for the big block of uncashed coupons. But there are other evidence of gov- ernment_indebtedness, matured and upon which all interest has ceased,. still in the hamds of the people or destroyed. Treasury certificates call- ed for redemption to the amount of $7.000.000 are still outstanding and other items unpaid that bring the gross amount upon which interest has ceased. including the liberty bond coupons, to $84,032.380.26 . While the government is the gainer through the neglect that perm money due to remain in the Treasury, the people who bought the securitiea are losing large sums of money that they can probably {1l afford to lose.
