FAVORS CRANTON DL, FSCALPLAN Rudolph for Fixed U. S. Share, But Regards Sum Proposed Too Small. The plan proposed by Representa- tive Cramton of Michigan of having the federal government pay a fixed sum annually toward the mainte- * nance and development of Washing- ton again has been indorsed by Com- missloner Rudolph. Mr. Rudolph, however, disagrees Wwith Mr. Cramton as to the amount Uncle Sam should contribute. The representative from Michigan advo- cated a flat $5,000,000 a year, regard- less of the total amount of the ap- propriation bill. The chairman of the board of Commissioners belfeves the government's fixed allotment should be at least $10.000,000. The th. of this proposition is that the Commissioners could ask for any amount of maney annually they thought was needed for the com- munity, with the taxpavers of the city meeting all above the federal government's fixed proportion.
