Special Dispatch to The Star. \ NEW YORK, January 29.—A char- acteristic Monday market following a week in which the princlpal changes have been upward, prevalled on the New York Stock Exchange today. it is the custom under these circum- stances for the trading contingent to take profits, especially if prices start in strong. This was precisely what happened today The street was diverted for an hour or so by a number of special buving operations, particularly in th= rails, It was good tactics to bring forward the backward rail list when it -was desired to have a screen for selling in other directions. Quite ¢ show of strength was maintained for a while in the St. Paul's, Baltimore and Ghio, Which was still feeling the effect of the remarkable December report Southern railway, where the pool wus {still active; Rock Island and Wabash A. Buying in the last named was founded upon the good showing in current earnings. Prices Slip Around Noon. { A few of the industrials were no- | ticeably strong. Amerlcan Smelting was one of these, this being the only one of the copper group to pay at- tention to the advance in the copper metal to the 1s-cent level. Toward noon, however, prices began to siip. Special weakness developed in Pacific Oil on a reiteration of reports that the company would have to do some {new financing in order to carry its big reserves of oil, and that to ac- complish this it would have to aban- don dividends. Other oll shares were dragged down half a polnt to a point, while the |selling in Pacific Oil was'in progrees. Steel and Tube preferred broke badly, {but for no reason other than that ! with the completion of the recent merger there was no incentive to continue speculative operations for the rise. Review and Outlook. ‘The plain inference from the action of today's exchange and government bond markets was that the financial community was even more dubious than it had been last week as to the success of the French efforts to coerce the German people by lsolating the Ruhr and setting up a customs barrier. The markets evidently flatly disbelieved the ability of France to supply enough men to man the Rhine railroads and the mines in face of the rapidly spreading strike, The security markets, as they have done all along. today went about their business almost as if they were ignoring the over-Sunday Buropean {news altogether. This was not_only true of the market in New York, it was equally true of the London stock exchange. In both instances there was more or lees irregulari in_the price movement. London was selling tho oil shares while buying south African and home investment issues. New York was fa- voring the railways shares while doing a certain amount of quiet selling in in- dustrials. But the main point was that in both markets the fluctuations were nothing more than might have been expected under normal circum- | stances, had there been no Franco- German crisis to consider at all. Moves in Special Stocks. Buying of American Smelting and Re- fining today was based upon knowledge of a very good earnings record for 1922, It has been rumored that the common | stock would go on a dividend basis in |the near future. As high as 35 a year has been discussed, but the more con- servative estimate is $i. These calcu- lations have been a part of the gener- ally bullish predictions of increased earn- ings and dividends on several of the copper _companies, such as Utah, Ne- vada, Ray, Cerro de Pasco and Chile. Reynolds Tobacco B had a sharp rise to its highest price for the year, and was a feature of the market. The jstrength of the company’s asset posi- tion, which was shown again by the recent publication of the 1922° hal- ance sheet, as well as the earnings statement, ' was largely responsible for the continued buying of the stock Moreover, it is expected that the div- idend rate will be increased during the coming months from the present $3 to at least $4 a year. Earnings figures for the last quar- ter of last year are expected to be made public by the United Stat Steel Corporation Tuesd: These will show, so it is said, the $1.25 diyi- dend on the common’ covered. with something to spare. The fact that the Steel Corporation for a matter of something like two years has been unable to show a quarter as good a the last one is taken as a good omen in the steel indust WALL STREET NOTES. By the Associated Press. NEW YORK, January 29.—Further depreciation of French exchange, re- flecting the financlal community's Pessimism concerning the success of the French experiment in the Ruhr, caused more active liquidation of French bonds by frightened investors in today’s market, seven active issues establishing the lowest prices in all time. French government external § dropped two points to 90 and the 7%'s dropped 2% points to 86, while the 6 per cent municipal issues of Bordeaux, Lyons and Marseilles each sold at 70, or $300 below the par value of a §1,000 bond. Paris-Lyons- Mediterranean 6's soll as low as 85 and the Seine 7's as low as 77%. Since the first of the year the ex- treme depreciation in these issues has ranged from 2% to 10 points. Other forelgn bonds declined in sympathy. United States government securities also were reactionary. RAIL BONDS IN FAVOR. Quite Heavy Buying Noted in To- day’s Market. BY GEORGE T. HUGHES. Special Dispatch to The Star. NEW YORK, January 29.—There are two opposite phases of the bond mar- ket today. The first was a large out- pouring “of French issues, and the other, quite heavy speculative buying of American rafiroad bonds of the convertible and debenture type. French government bonds declined 2 points, with the 7is below 86 and the 8s at 80. Unusually large sales for future delivery were made. In opposition to this was the strength of Dutch East Indies s and the vi rious British and Canadian ma- turities. Good Reports Help. December railroad _reports, which are unusually good in the matter of increased net earnings. stimulated the bonds of a number of roads whose credit has been under question for some time. HYLAN OPPOSES HEARST IN FIRE ORDINANCE ROW | By the Associated Press. NEW YORK, January 29 Hylan, disregarding opposi William Randolph Hearst, his chief political ~ supporter, has approved a city ordinance compelling property owners to install automatic gas cut- offs in all residential buildings above five stories high. The proposed measura was bitterly opposed by Mr. Hearst's newspapers and various realty and taxpayers' or- ganizations. It had almost uninimous support, however, of members of the fire department. who contended at public hearings before the mayor that the cut-off was a life-saving device in their battles with flames. It has been estimated that the or- dinance would put an outlay of from $15,000,000 to $25,000,000 on owners of buildings affected. STATE TROOPS PROTECT CITY AFTER MOB THREAT RALEIGH, N.
