PRICE OF HIDES DROPS. Chi:n’go Reports Reduction as High as 3 Cents Per Pound. CHICAGO, December 7.—Hides drop- ped from 2% to 3 cents a pound in the Chicago market today, as a result of a large movement due to accumu- lations and a general belief that prices were unduly inflated, according to large buyers. The movement yesterday approxi- mated 225000 hides, with another brisk market which it was estimated today would approach the volume of vesterday. Accumulations had been going on for some time and with the large movement prices drobped, market operators and reporters agreed. The break, it was said, was not likely to bring on further declines. Tossy | ——— MELLON REPORT BIG BOOM TO BUSINESS Annual Statement to Con- gress Cheers Leaders in Trade All Over Country. BY J. C. ROYLE. Special Dispatch to The Star. NEW YORK, December 7.—A feel Ing of greater confldence In the pres. ent situation and in the future ha 1 spread through business circles in this country as a result of the report of Secretary of the Treasury Mellon Business men in various sections and in many different lines voiced this opinion today, making 1t clear their attitude was based solely on the bust ness significance of the report and not on any possible political aspect. Financiers and business executives indicated that Secretary Mellon's re port was effective as a business stimu- lant, not because of any extreme opti- mism, but because, while encouragins factors were fully enumerated, difi- culties in the way of business als. were fully recognized. This recogr tion by a spokesman of the admiris tration was taken in some quarters x« forecasting measures for the rem of those difficulties. Steady Advances Seen. Secretary Mellon's outline of the condition of business portrayed con- ditions identical with those the de- tails of which have been set fortu fully in these columns within the last three months. His statements that the volume of business was mounting steadilv, that prices of commodities had risen and that inventories wer low were regarded by business men today as particularly reassuring for continued business ~activity during the next six months. Although he said farm products were selling too low at the farm and too high at distributing centers, he tempered this by the declaration tha crops were bountiful and that the sé- vere depression in agriculture had been relieved. He laid strong empha- sis on the fact that railroads are sui- fering from undermaintenance and ir.- adequate equipment. but stressed fully as strongly the heavy purchases of cars and locomotives. Labor Shortage Taken Up. Large employers took the Secre tary’s comments on the shortage of labor, which he sald was due to bus:. ness expansion and restriction of im- migration, to forecast an attitude o the part of the administration favor- able to the Jetting down of immigra- tion bars to some extent. The fact that no general revisio: of the revenue laws was suggested or ladditional taxes recommended, while at the same time a cut in the surtaxes § was advocated, proved grateful news to many business men. The Secre- tary’s report, however, probably will not serve to check the tendency of corporations to increase capitalization and declare stock dividends. His comments on necessity for {closing all existing avenues of es cape from federal taxation were re. garded as significant. Stock Dividends Explained. ‘The attitude of many of the cor porations which have declared stoci dividends was clearly outlined by A C. Bedford, chairman of the board o1 the Standard Oil of New Jersey “There is at the moment,” said Bed- ford, in part. “a proposal for govern- ment intervention in a certain phase requires that they be translated intc tangible property representing plan: equipment and business facilities ot i these corporations. In the process they were taxed as earnings, and the remainder, thus invested in tangibie |propert_v. becomes a fertile field of tax- ation by the state.
