CAPSIZED SHIP'S OWNER AND CAPTAIN ARRESTED . Negligence Charged as Sequel to Loss of Eighty Lives in Gulf of California. / By the Associated Press. MEXICALIA, Lower California, No- vember 31.—A. Libreau, owner, and Capt. Gomes, master of the steamer Topolobampo, which capsized Sunday at La Bomba, on the Gulf of Califor- nis, sixty miles south of Mexicali, with a loss of life estimated at eighty, were to be arraigned here today on charges of negligence. Last reports said twenty-one bodles had been recovered and that search was being made along the coast on both sides of the gulf for others. Bu- rials followed closely the recovery of the bodles.
