D BANK BOOKS Very Easy Terms EXAMINE Prominent Citizens Prepare to Test Legality of. ‘“Snoop- ing” Process. Special Dispatch to The Star. BAVANNAH, Ga., August 26.—The right of the income tax bureau of the Treasury to practically seize all finan- clal records of individuals and their families probably will be tested in court. At a meeting of well known business men and merchants it was decided to send a legal representative to Washington to take the matter up with Secretary Mellon. Thesge men declare they have made proper returns and that the “snooping” plan is un- Just. A representative of the department named Golding has been in Savannah for some days. He demanded in the name of the government that the local banks give him transcripts of the ac- counts of many prominent citizens. The banks were compelled to comply with his“demand. Not only were the personal atcounts of the men involved affected, but also those of their wives and kinfolk. Among those whose bank accounts are under scrutiny are heads of city government departments and prominent members of the bar. Bootlegging Is Hinted. There are between ninety and one hundred cases all told. What creates so much indignation is not that the government is trying to collect back income taxes, but because of a cir- cumstantial report that an organized effort is being made to connect up officials in some way with the boot- legzing business. Recently the gov- ernment has had certain well- known men under surveillance, and it now is intimated that it is hoped to broaden the inquiry. There seems to be no redress this side of Washington, so at the meeting of the men affected it was decided that the matter would be taken up at the National Capital, with the idea of get- ting the proceedings straightened out or, at least, limited to the matters permi is objected 1334 H St. N.W. He reports that 40,000 Armenians and Tartars are starving in consequence of the plague, and that the Near East Rellef s hur- rying supplies thither before winter cuts off a large area of the district for five months. Nothing that has been done by the government in a long time has so stirred local banking and legal circles as the present proceedings. The monopoly just ended, which barred American companies from the east coast of South America, was the cause uf the government's refusal to Eerml! the landing of the Miami- arbedos cable on American soil. Beveral destroyers were dispatched to Miami In August, 1920, and forcibly prevented operations by the cable ship. The Western Union Company took its case to the courts, but a set- tlement was effected on the basls of the Western Telegraph Company abandoning its monopoly in consid- eration of similar action by the All- American Cable Company, which held like concessions on the west coast of the southern continent. Acceptance of the monopoly renun- ciations by the South American gov- ertments involved removed the final obstacle to the opening of the cable.
