PEKING, August 1.—Representatives trom various provifices were here today in an effort to convene an all-China parliament, the first since 1917. Whether a sufficient number would be on hand for a quorum remained to be seen with the formal convocation of the assembly. Those who had arrived today, how- ever, declared they would meet and con- tinue in session until they were able to function constitutionally. The president of the senate and the speaker of the house of representatives are on record as determined to restore parliamentary government in China.
