S. Unable to Pay Fare From North Dakota to New York. By the Assoclated Prens. NEW YORK, June 29.—Creditors of the stock brokerage firm of Kardos & Burke, which falled for $3,000.000, were informed at a meeting yesterday that the two partners, John Burke, former treasurer of the United States and governor of North Dakota, and Louis Montgomery Kardos, jr., were penniless. The creditors had gathered to listen to the examination of Burke and Kardos, but neither appeared, and the meeting had to be adjourned. Burke is in North Dakota and Kardos is in Budapest, Hungary. Burke's financial plight was por- trayed by his attorney, who told the anxlous creditors that the former treasurer of the United States did not | have enough money to buy a railroad ticket for New York and that he would dig down into his own pocket and send him the fare if the creditors ! insisted. They did, and the lawyer will give Mr. Burke free transporta- tion. The lawyer sald he had heard from Kardos, t6 the effect that he had not been able to induce L. M. Kardos, sr.. former New York financler, to loan him the $200,000 with which it was hoped to reorganize the firm on a operative “basis for the benefit of creditors. He said_young Kardos planned to come back In August to face his creditors. | Chicago and Eastern Illinois In- volved Since 1913. CHICAGO, June 29.—Federal Judge George A. This proposition, which emansted from Engineer Commissioner Keller's offieé, is regarded by a number of District official® as the only logical solution for tre problem presented by the aviation regulation which states: “Such licenses will be jssued by the superintendent of licenses to per- sons of good moral charaster upon evidence to the sald Commissioners that the person making application has sufficlent knowledge and skill to operate the type of alr craft for which a license {s desired.” This regulation goes into effect Juiy 22. After that date private per- sons, unless on official government department business, will be banned from operating a plane in the Dia- triet, unless in traneit over the city higher than 3,000 feet, except when they are licensed.
