He maintained that his “dis- missal” was a pretext and that he had no option except to refer to Lord Curzon's private letter in order to de- fend his position, because, except for that letter; the government did nothing whatever, although when he sanctioned the publication of the Indian dispatchthe ministers had been in possession of the dispatch for forty-ejght hours and made no effort to stop such publication, which might then have been possible.
