February i?—Fin- land’s hitherto positive refusal to join any military alliance with the Baltic states has been reversed because of soviee Russia's terroristic methods in Karelia. A strong sentiment now | exists to bring before the approach ing Warsaw conference a plan fo: a defensive alliance binding Poland, Latvia, Finland, Esthonia and Lith- wania to join their’ military forces against soviet Russia. Such an alliance has been mooted ever since the first conference of the Baltic states. more shan two years ago. but Finland has held that her military forces should not be used for any purpose, except the defensc of her own frontiers. There was also some antipathy to an alliance which placed Poland in a leading position | over the other new states. In recent months soviet Russia’s continual threats of offensive opera- tions agajnst Poland, combined with merciless persecution of ‘the Ka- relians and failure to carry out aili the terms of the peace treatles, have brought a reaction. The Swedish Finns intend to oppose Finland's ad-, herence to a Baltic alliance on the| ground that it means the severance of the bonds with Scandinavia, but their opposition may fail in the Fin- | 0 Daily News. {8 new alignment.
