By the Associated Press. MEXICO CITY, October 19.—Presi- dent Obregon's administration was subjected to scathing criticism today in an editorial printed by the news- paper El Universal and signed by its editot! Felix F. Palavicini. The jour- nal, which has been a consistent sup- porter of President Obregon since his Inauguration, declares congress is in- competent and that there is little hope that anything good may come from it. “Although united at the beginning | of the Obregon administration,” the newspaper says, “congress is now di- vided against itself, and is wasting its time In personalities and petty matters, forgetful of the needs of the nation.” The Obregon cabinet is vigorously criticised, it being flatly asserted the foreign relations department has fail- od to create fraternal relations, even with Latin American countries. “The foreign relations department the editorial continues. “yet every one knows how serious a thing it is for Mexico to lack the friendship of the United States, Eng- All our foreign tion at home, that is, care, vigilance and protection of foreign capital in- vested in Mexico.” It 1s asserted the finance depart- ment is the only one functioning commendably, and that In a r@strict- KR A TR M i G P A Women’s Gauntlet Gloves Special, 75¢ Women's Suede-finish Gaunt- let Gloves, with sewed-in gusset, wrist strap and clasp; three rows stitching on back; durable for street or motoring. The right to property has disappeared in Mexico, and no land owner considers his titles valid. Land is now of no value in Mexico. and there is no agricultural credit. If there is no guarantee for the possession of land, what hope is there for any citizen of fair legislation and justice? What incentive is there to work and save? should amend our laws to conform. *“The department of agriculture is Mexico's greatest deterrent to amic- able . foreign relations, and the de- partment of commerce and industry is of the same type.” Senor Palavicini accuses the com- merce and industry department of “in- decision and vacillation in all its ac- tions,” asserting it failed to settle the petroleum question, and that “it is thinking and planning, not acting.” Although the editor laments the de- velopments of the past few months, he asserts, “there Is still time for Gen. Obregon to dominate the situation.” He lays down the following points as being essential: Harmony In the cabinet, unity in the federal govern- ment and constitutional discipline over state governments, immediate legisia- tion to define rights and guarantees of property and capital in industries, rural holdings and petroleum fields, a system of taxation with a reduction of expenses so that a reserve may be created, and the removal of various government departments from party politics and personzlities in view of the coming presidential election. — e — BRIG. GEN. LORD PRAISES ARMY FINANCE METHODS Tells Civitan Club of Wonders Ac- complished at Outbreak and During the War. Outlining the “wonderful” develop- ment of the finance department of the United States' Army, and presenting statistics to show that during peace the Army is one of the most con- structive foroes in the country, Brig. Gen. Herbert M. Lord, chief finance officer, U. 8. A, addressed the mem- bers of the Civitan Club at the Shore- ham Hotel yesterday afternoon. Gen. Lord gave a graphic descrip- tion of the transformation of the Army’s finance department, through co-ordina- tion, from a primitive organization un- der five separate bureaus at the outbreak of the war to the present unified in- stitution, “small, perhaps, but as ef- ness in the country.” confronted the department at the close of Congress in 1919, and was ap- plauded when he detailed the methods resortcd to by him to meet outstand- ing obligations of the quartermaster department, which had been left prac- tically bankrupt, owing to the fallure of passage of the deficiency bill. He recalled that during a period of 145 years America had had less than thirty years of war, attributed the de- velopment of the west to the untiring watchfulness of “ little army,” and If this is & communist state, then we ! feotive dn any private banking busi- | !
