UNION OF OPERATION OF RAILWAYS ASKED Chesapeake and Ohio Northern and C. & 0. File Petition With Commerce Commission. Authority to unite for operation the Chesapeake and Ohio Northern rail- road with the Chesapeake and Ohio was. sought. of .the Interstate Com- 'merce C‘ommiss_lon today in a petition filed by -the latter, the parent company. Three tentative plans were outlined for approval, ‘the petition indicating that if none of these was satisfactory the carrier would welcome a sugges- tion by the commission to accomplish its purpose.’ ' The applicant railroad owns the stock .of the -smaller line, but indi- cated doubt as to the commission's probable attitude in view of recent FeTusals’ to fant authority for such unified operation where both roads are now. going concerns. It was stated specifically in the petition that no ap- plication was made under provisions for consolidation of the transportation act, as the properties are now under one management and in substance commonly owned. Under the Clayton anti-trust act, however, the petition asserted, common dealing in supplies | and materials for the two roads can- not exceed $50,000 in one year, which | affects “heretofore efficient economi- | cal operation of these properties as a | single system.” The three proposed plans are to operate the Chesapeake and Ohio Northern as an extension of and by the Chesapeake and Ohio, acquire- | ment of the smaller road by convey- ance or authority to assume direct liabifity for the outstanding indebted- ness of the Chesapeake and Ohio Northern. 10.357 « 1920, ... 108,258 The 1920 national encampment voted p meet every year as long as a sin- le member survived. The beginning of the end of eculation and overexpansion came lith restriction of credit that put a dden crimp in the volume of busi- ss and started prices downward on eir long journey of declines. Then llowed the slowing down in indus- r. the incubus of much unemploy- ent and all the attendant evils of rd times. After the first shock lere were a flood of forecasts of an rly return to former conditions and @ passing of those ills which afflict- the country. Invariably the proph- ies came to grief. 'One of the earmarks of past de- essions was the fantastic schemes ivanced to prevent the return of ch eras. And there are those among who take these theories seriously Hay, just_as our forbears did in eir day.
