Redyction of the enlisted strength f|ot the Army to 170,000 men, a8 pro- vided by Congress, may be effected by discharges on application and by regular expiration of enlistments, without the necessity for recourse to other methods, according to official of the War Department. Twenty thousand enlisted men already have applied for discharge, and their ap- plications have been or will be grant- ed, and the terms of enlistment of several thousand more will expire be- tween now and the first of September. About 50 per ocent of the men sta- tioned on the Mexican border have applied for discharge, due, it is said, to dissatisfaction with local condi- tions and nature of duty.
