HARVEY PICTURES UNIVERSAL AMITY Tells Diplomats of 30 Na- . tions at July 4 Dinner Dis- " arming Will Follow. By the Assoclated Press. LONDON, July 4—Diplomatic rep- resentatives of more than thirty for- elgn governments were guests to- night at the annual Independence day dinner of the American Society of London. Ambassador Harvey was the | guest of honor. Lord Lee of Fareham, first lord of the admiralty, toasting the guest, re- ferred to Mr. Harvey as “a foreign envoy to whom the muzzle of diplo- macy had not been obtrusive.” There- fore, he said. both Britain and Amer. | ica could expect from him “open and frank comment upon Anglo-American relations.” Referring. in his reply. to the revolt| | of the American colonies, Mr. Harvey declared: “Whether the territory com- | prising the United States could have been retained is wholly speculative. one act 19 George had issued a v approximating in eloquent sincerity | g and appealing force that uttered the other day by George V. in his faithfut | endeavor to reconcile a nation, there | would have been no ringing of bells in Philudelphia 145 years ago this night, nor for many vears thereafter.” | 8 Two Grave Misapprehensions. i E Ambassador Harvey declared that the mltual helpfulness. which all de- | sired could not be realized until two grave misapprehensions had been re- moved, one of which pervaded Eu- | |3 g cert proclam o rope respecting the United tes. | and the other permeated the United States as to Europe. “The two combined appear to con- stitute the chief barrier to full and ¢ of co-operation based upon ce and understanding said the ambass: “I find in E rope the common impression that the United States alone among the na- | I tions of the world, is today a land of milk and honey, whose people not effective only are universally prosperous, though recalcitrantly discontented. | (g but are rich bevond the traditional dreams of avarice. You have only to supplement the fancy with a sus- i picion which I find not wholly lack- ing, that all this opulence and this happiness are direct results of the great war, to account for the wholly natural sense of resentment. “What are the facts? Did the Unit- [ |g ed States really profit from the war to such a degree as to make the lives she sacrificed Seem to the| |d cynical and_sordid mind relatively insignificant?” Cites Increased Debt. Ambassador Harvey proceeded to | [d cite the tremendously increased na- tional debt, the congressional appro- E A priations for 1920 and the heavy in- come taxation. He added: “In dollars, the cost to America of her participation in the war, when finally computed, will fall not so very far short of the entire indemnity | upon Germany. 1 make no compari- e Cfnere has been too much of | (g that already. Surely no good cani come now, when we all are striving to get together in common purpose for the common weal, from disputing over the relative sizes of the con- tributions to the great cause. “The two men swirling down the Niagara river did not profit by drop- ping their paddles to quarrel over é i the distance to the falls—they suc- ceeded only in making their fate certain. Let us in a position hardly less perilous not emulate their idiotic example.” The ambassador sald, however, that the staggering present cost and the great price must be paid by the next generation from those countries which had been so pitilessly denuded of the flower of their youth, who were relied upon to carry on. ‘Won’t Measure Money With Men. “Nothing could be further from my thoughts or more repellant to the instinct of any American than to measure money against men,” he went on. “My sole purpose is to win fair consideration from any who may have overlooked the fact that the United States, along with Europe, has her full share of material burdens to bear for scores of years, in addi- tion to her grief, at the incalculably reater loss of those who perished n the service of their country.” Mr. Harvey referred to the American relief work during and following the war, which he said “cannot fail to live forever as one of the finest achievements of history.” “The second misapprehension to which I referred is that my own coun- | trymen have been led to doubt that the peoples of Europe have been doing the utmost for themselves be- fore seeking help.” the ambassador ®aid. I have to confess that before I Jeft home [ held somewhat to that surmise myself. I do so no longer. | During the past two months I have been privileged to talk freely and frankly with representatives, official @nd unofficial, of every stricken state in Europe, and I have not heard one complaining word nor received a sin- gle request for benefaction. It is not charity, but opportunity, they crave and all that they seek. Pays Tribute to Sorely Smitten. “Gladly I pay the highest tribute to the courage and pride of these sorely smitten peoples as voiced by their picked men, who speak for them in this most important capital and who have honored us tonight. Already the|¢ better understanding between Great Britain and the United States has achieved one far-reaching result of fnestimable value to the entire world. Wor the first time in history the tur- bulent Atlantic has become as a mill pond and has practically been elim- fnated from considerations of danger ®o far as naval warfare is concerned. There is ground for good hope, more- over, that whatever apprehensions ex- {st of perilous possibilities on the Pa- cific may be dispelled sooner than is commonly anticipated. “When, if at all. that splendid con- pummation shall have been attained #n response to the apparently univer- @al desire, disarmament will follow naturally and inevitably, and peace on earth will be assured, for years at least, and, it may be, forever. “Today Americans throughout the world meet to celebrate two notable events—one. the great declaration Which paved the way for the estab- jishment of our free, independent re- public; the other, the resumption, after months of weary waiting, of emity and concord with all mankind. “May this peculiarly fraternal rec- ognitlon of that pleasing coincidence Prove to be the herbinger of the peace, Food will, prosperity and happiness eoon to bless not ourselves alone, but all our friends, who, we fain would | belleve, comprise all the peoples who inhabit the earth.” Included among the guests were Lord Riddell, J. Austen Chamberlain, Sir Laming Worthington-Evans and other cabinet members, Lord Birken- ead and the Virginian delegation. {lson Cross, vice president of the m:rlmn Chamber of Commerce in ndon, presided. Press Praises Speech. LONDON, July 5.—Commenting on the speech of Ambassador Harvey at the American Society dinner, the Lon- don Times says the ambassador “man- fully kept his word not to twist the lion’s tail or make the eagle scream,” ‘but rather “gave the lion and eagle excellent advice.” The Times declares the policy of griendlier and closer relations between d and the United States is as old the republic—"it was lald down in all essentials in the first audience which the first minister of the United States had with the last King of Eng- 1and who reigned over the American colonfes.” Mr. Harvey, ‘adds the newspaper, is only following the precedent created by John Adams, and President Harding is only treading the footsteps of George Washington, “when they work (?rxol er for esteem, confldence and affection between the peopls of the United States and Briti¥h emptre> -~ the people of the .
