S. to | Combine Against Conflicts. DETROIT. June 27.—A resolution tnviting all radical organizations of the United States to a conference next year to form an alliance to pre- vent future wars by the threat of keneral strikes was introduced in the ocialist national convention today. The Wisconsin delegation is sponsor -for the move and Mayor Daniel Hoan o¢ Milwaukee introduced the resolu- tion. It would invite the farmer- Tabor party and various lebor unions, including the mine workers, machin- ists and some of the railroad groups, 1o the conference. The resolution proposes a program of four points: Opposition to war: Restoration of political liberty: Collective ownership and democratic control of the means of production where they are monopolistically owned; Agreement to use both political and industrial means to this end. By agreement of the mine and rail- road workers to call a gencral strike In event of war, future conflicts can be_prevented, Hoan declared. The resolutio nwas offered as a sub- stitute for pending motions dealing with political and general strikes and the party attituce toward labor. SENATORS OPPOSE NEW GOVERNMENT AGENCIES Eellogg and Pomerene Rap Idea of National Railway Service Corporation. Opposition to multiplication of governmental agencies as a means of solving the railroad problem was indicated today by some members of the Senate interstate commerce com- mittee during continuation of its in- quiry into the railroad situation. Forney Johnston, counsel of the National Association of Owners of Railroad Securities, appeared to ex- plain the association’s bills, one of which provides for federal incorpora- tion of the National Railway Service Corporation. He told the committee it would act as an advisory body to the Interstate Commerce Commis sion. but Senator Kellogg, repub- lican. Minnesota, interrupted: “The trouble is you propose to mul- tiply agencies. Washington is full of agencies collecting invaluhble and useless information.” Senator Fomerene, democrat. Ohi scouted the idea that an advisory body would see more means of at- taining economics than the officials entrusted with running the railroads. “Isn’t there a danger you may have too many advisors?" Senator Pome- rene asked. “Won't there arise a situation where the executive will depend too much on his advisors™" Mr. Johnston did not agree, and told the committee no executive cpuld study intensively all of the questions on which he was called to act.
