PAY IMMIGRANTS' RETURN Secretary Davis Thinks Suggestion of Steamship Lines Would Be Bad Precedent. Secretary Davis sald yesterday he was inclined to let the steamship com- panies which brought Italian immi- grants to this country in excess of the quota permitted for June under the new immigration restriction law stand the expense of returning them to Italy. The companies are urging him, he said, to ask Congress for special leg- islation permitting them to deduct the present overguota from the quota for July, but he believes such a plan would be a bad precedent. 1t was said at the Department of Labor that if the Italians are re- turned the companies wouid be re- A quired by Italian laws to refund the money paid by the immigranta for transportation to the VUnited States. In addition to Italy the full quota for Luxemburg been exceeded and probably that from Portugal. The total number of immigrants that can be admitted to the United States during the life of the restric- tion law jis 383,123. The total for the month is 27,298, while for each suc- ceeding month afterward until July 1, 1922, the total is 71,163. —_— LABOR UNREST RECEDING. Court Continues Hearing. Differences between George H. Gil lin, national commander of the Ni tional Disabled Soldiers’ League, an James W. Mellin, Samuel Lovenbein, Claude E. America and Charles B. Tai rant, organigers of the District branch of the league, were called to the at- tention of the Supreme Court of the District of Columbia when Mr. Gillin, in the name of the national league, asked Justice Hitz for a restraining order to prevent the local men from usurping the functions of the national officers. ‘The defendants denied the allega- tions of the bill of complaint and charged that the national league is a “one-man organization” and claimed that Gillin was drawing about $300 monthly salary, when he was supposed to serve for nothing. As the defend- ants were without counsel and had not prepared formal answer to the charges set forth in the bill, Justice Hitz continued the hearing on the ap- plication for a restraining order until Monday. In the bill filed by Mr. Gillin the court is told that the defendants had taken possession of the local head- quarters of the league in the South- ern bullding, had installed its officers and interfered with the proper con- duct of the national association. Pro- ceeds from the sale of tickets for a benefit of the organization had not been surrendered to the national offi- cers, it was charged. Attorney L. H. Vandoren appeared for the plaintiff. At the court hearing Samuel Love: bein accused Gillin of running the na- tional league to suit himself and said he had spent money belonging to the assoclation. James W. Mellin, also a defendant, told of the salary being drawn by Mr. Gillin and declared that whisky and other unnecessary articles were purchased with money of the league.
