Clothing is the exception to the general progress, the Secretary said. \ Food rationing, he continued, has been abandoned among approximately 66 per cent of the total population, and in the states where it still exists the rationing has been relaxed on certain commodities. Sixty clerks, most of them women, on the “additional roll” of the De- partment of State, have been notified that their services will be dispensed with June 30. That action was ne- cessitated by the action of Congress in reducing by $127,500 the lump ap- propriation for the “additional roll” of the department, effective July 1 next. The reduced appropriation ac- tually called for a reduction of one hundred in the force, but since the passage of the act forty vacancies have resulted from resignations and other causes.
