Certificate Sale. BY L A. FLEMING. Local investments are once more appealing to local investors. For many days bonds of public utilities, etc., were sadly neglected, but the rapid advance of bonds in other mar- kets has lessened the opportunities there and has attracted attention to Washington Gas s, Capital Traction 5s. the bonds of the Potomac Elec- tric Company and the better- interest- paying securities of the Washington Railway Company. Four issues of bonds and one of notes figured on today's sales record on the local exchange. Gas notes were strong at 100%. Indications are that the Treasu sale of certificates yesterday was 105 per cent oversubscribed, which may be taken as another and positive in- dication of the large amount of money seeking investment—with safety. BY STUART P. WEST. NEW YORK, February 16 (Special). —During the greater part of today’s session on the stock exchange the main tendency was toward higher prices, but there were some notable exceptions, such as Baldwin Loco- motive and Pressed Steel Car, both of which broke on the decreases shown in their annual earnings re. ports, and in Allied Chemicai and Dye, ‘which was very weak on the announcement of the proposed heavy addition to outstanding capital, But as against these few weak spots there was special strength In ship. ping fssues, in the tobaccos and in the harvester and fertilizer stocks, The selection as particular objects on the buying side of the shares of companies vitally interested in the agricultural industry was an incident of much significance. Although railway shares are b: means popular in speculation cireles because people who have bought them at intervals duriug the last year have usually lost money, brokerage ad- vices are becoming more bullish on the group. One letter sent out today spoke of Washington people, who for. low current events carefully, regard- ing the rails as a purchase, Another letter advised buying the rails every time they sold off during coming weeks in response to earnings deficits and labor threats. It is an- ticipated that most roads will show a deficit for January and that there will be little improvement over this show- ing in the returns for February and March. But this will be the time to buy, in the opinion of those who go on the principle that stocks are the :7::( purchase when nobody wants m. Analysis worked out overnigh garding the Reading propertle‘u :elr: higher value on them than the spec- ulative market was inclined to do yesterday. The idea was that the main_play by important interests would be in the Reading rights. At the same time, however, the opinion v as expressed that insiders who had sold their Reading common at higher prices, knowing what the segrega- tion plan was to be, would be taking back their stock from now on. ICAGO, *February 16.—Profit- taxing by holders, together with lack of support, led to sharp downturns today in the price of wheat. More- over, bears made much of advices purporting to show that as yet actual damage from the green bug pDest was small. The market rallied sud- denly on account of a dispatch from s, Tex., saying the country was alive with green bug, but purchasing power soon gave out again. Opening prices, which ranged from half to 3% cents lower, with March 1.72 to 1.73 and May 1.62% to 1.64%, were {ol- lowed by a quick rally and then by a renewal of weakness. Corn sympathized with the wheat declines, but displayed considerable resisting capacity. After opening un- changed to 1% lower, including May at 71% to 72%. the market fluctu- ated mostly within the initial limits. Oats paralleled the action of corn, starting % to off, May 46% to 467%, and holding to about that range. Provisions were easy in line with hops and grain.
