TORONTO, January 3—Sir Frank Baillie, forty-five years, financier, died here yesterday. Eighteen years ago he became general manager of the Metropolitan Bank of Canada. In 1917 he was created a knight of the British empire for services rendered the British government. He was president of the Canadian Aeroplanes, Ltd.; Bankers Bond Com- pany, Ltd.; Canadian Cartridge Com- pany, Ltd., and Burlington Steel Com- pany Ltd. He commenced his business career as a clerk and after various positions in the financial world, organized the firm of Baillle, Wood & Croft, mem- bers of the Toronto Stock Exchange, in 1902. - Througjout the war he was active in many organization enterprises for the government. J., January 3.— Lewis van Syckle Fitz Randolph, eighty-two years old, banker, author, railroad executive and a former mayor of this city, died in his home here yesterday. A native of Somerville, N. J., Mr. Randolph, after service in the Union army during the civil war, became connected. in 1864, with the Illinois Central Railroad Company. As as- sistant treasurer, treasurer and di- rector, he served more than twenty years with the company.
