It will chal- lenge the right of a belligerent to ex- tend the list of absolute contraband be- yond the limits recognized by interna- tional law before the war. That declaration of contraband should be limited to articles not merely avail- able for military use, but designed chiefly for that purpose, will be one of the principal contentions. To Reassert Neutral Rights.
