Bill for lts Reorganization to Be Re- ported. The Senate committee on foreign relations yesterday concluded the consideration of the bill for the reorganization of the con- sular service and agreed to report as a substitute for the original Senate bl a measure prepared by the State Department. The bill provides a system of examination for consuls, consuls general and commercial gents, but exempts vice consuls and vice consuls general, deputies and consular gents from its requirements, These latter offcials are to be appointed as heretofore under executive regulations. Under the bill there are to be two consuls general of the first class, who are to re- ceive S104) each per annum; eight of the second class at $8,000; thirteen of the third class at $6,000 and thirteen of the fourth t $5,500. Of consuls there are to be ven of the first class, at salaries 0 each; thirty-five of the second at $4,000; sixty of the third cia: ; forty of the fourth class, at £ of the fifth class, at $2,000 y the sixth class, at $1,800. All fees recel’ by those in the consular service, except consular agents, are to be paid into the treasury. The proposed classification is to be made within one year. The present incumbents of the consulates, consulates general and commercial agencies are to be gradually re- called for examination within two years, and, after passing, they are to be readmit- ted to the classes from which they are re- called. The bill provides for a board of examiners, consisting of State Department officials, and the board is given authority to fix the scope and method of tts examina- tion. Consuls and consuls general are to be transferred from one place to another in the same class at the will of the Presi- dent, but no naturalized citizen of the United States is to be assigned to the coun- try of his nativity. Persons emplayed in the State Department for two years are made eligible for appointment to places in the consular service at the same salary without examination. —___—___- 0+—______ CHILEAN CLAIMS COMMISSION. Com- Appointment of the America: missioner and Agent. The President has selected Wm. Glover Gage of Michigan to be commissioner for the United States on the new Chilean claims commission, and Wm. H. Hunt of Montana to be agent for the United States before the same body. Mr. Gage is a lawyer and was recommended by the entire Michigan dele= gation. Judge William H. Hunt is a judge of thé supreme court of Montana, in which posi- tion he has made a fine record for himself. Judge Hunt is a son of the late William H, Hunt. who was a judge of the Court of Claims and Secretary of the Navy in the cabinet of Presidents Garfield and Arthur, and minister to Russia under President Arthur. He was born in Louisiana in 1857, and entered Yale College in the class of 1878. He left college before graduation and settled at Fort Benton, Mont., in which state he has resided ever'since. He married a daughter of Admiral John H. Upshur. The Chilean government will be represent- ed by Minister Vicuna as commissioner and Senor Cruz as agent. The third commis- sioner will be named by the President of the Swiss republic. The commissioners will meet in Washington within the next six months. ——_——_ 2 REMARKABLE SURGICAL OPERATION Tumor Taken From the Sheath Around the Spinal Cord. The New York Herald of today says: Bache McEvers Schmidt of No. 34 East oth street, a well-known young broker, is at St. Luke’s Hospital recovering from a difficult and dangerous operation performed on Monday by Dr. Robert Abbe. The opera- tion, which was for what is knoWn as chronic cervical pachymeingitis, was ap- parently remarkably successful, and it is hoped Mr. Schmidt, when he recovers, will have perfect use of his limbs, which haye been paralyzed. The trouble which made the operation necessary came on gradually as the result of a fall sustained In the summer of 1897. In the fall Mr. Schitmdt struck the back of his neck, but did not think much of the matter at the time. While staying at the Ardsley Casino a short time later, however, he complained of pain in his neck and shoulders. When a physician was called he treated Mr. Schmidt for muscular rheumatism, but the treatment gave little benefit to the pa- tient. On the advice of friends Mr. Schmidt called several German physicians, who, af- ter consultation, decided that he was suf- fering from myelitis, or inflammation of the covering of the spinal cord. He was treated for this and placed in plaster of paris jackets. This treatment was a failure also, and as the disease con- tinued to progress Mr. Schimdt gradually lost the use of his legs. Other physicians, many of them well known, failed to relieve him, though several of them deciared the spine was affected. ‘One doctor, from Philadelphia, disagreed with the others about the spine being af- fected, and wrapped the patient in medi- cated ‘tissue to improve the circulation of the blood, he said. This, ike other treat- ments, was useless, and the paralysis final- ly extended into Mr. Schmidt's arms and shoulders. He was then entirely helpless, and his limbs were drawn up so rigidly that they could not be moved. When Drs. Abbe, Da na and E. P. Fowler were finally consulted, a short time ago, they decided that an operation on the spinal cord was the only chance of saving the patient's life. The patient was taken to St. Luke's Hos- pital and prepared for the operation. After the anaesthetic had been administered, Dr. Abbe laid bare the spinal cord near the neck. A vertical incision was then made in the sheath covering the spinal cord. As the surgeons had expected, a tumor, the result of inflammatory products, was found inside the sheath. This tumor, about two inches long, had evidently caused all the trouble. After it had been removed the Wound was carefully stitched up. The operation lasted more than two and a half hours. In cases similar to that vedigr geen a great deal depends upon t fact whether or not any Serious inflammation follows the operation, or, in fact, whether or not the cord may be past repair. Everything, however, will be done to prevent the former conaition by keeping the patient's spine im- movable and protecting the wound against any irritation or
