BELL PEOPLE’S CLAIMS There seems to be a prevalent and grow- ing impression among the very large num- ber of representative business and profes- sional men who are substantially interested in the measure that strong-influences are at work to prevent the Senate committee on the District of Columbia from making a re- port on the bill passed some time ago by the House granting a franchise to the Washington Telephone Company. The bill was introduced in the Senate and referred to the District committee, and therein re- ferred to a subcommittee consisting of Sen- ators Proctor, chairman; Hansbrough, Mar- tin, Stewart and Kenney. The bill as passed by the House was that drawn up by the District committee as a substitute for the one originally drawn by the representatives of the company and the latter agreed to abide by all its requirements. It is current- ly reported, however, that an attempt 1s being made by opposing interests to delay any report on the measure to the Senate until too late for that body to act at this session. Antagonism of Bell Company. Mr. George R. Webb, the Baltimore cap- {talist who represents the moneyed inter- ests which are behind the new company, was in Washington today and was seen by a reporter of The Evening Star. He suid it was evident the Bell Telephone Company was antagonizing the purpose to place a rival in the field where it has so long en- Joyed a monopoly at high rates. “We have given every assurance of our good faith in entering the local telephone lists,"" said Mr. Webb. ‘‘The only argument set up by the Bell telephone representatives against us was that we could not install our plant and furnish service at the rates named in the bill, which are $48 a vear for business and $36 a year for residence ‘phones, with unlimited service, full metal- Ne circuit and single wire. There is abundant evidence before the Senate com- mittee controverting this argument, and telegrams @re on file there from the com- pany in Cleveland, composed of the leading capitalists of that city, in which the rates and the service are identical with those pro- posed by us, and also from St. Louis, where simflar conditions exist, showing conclusive- ly that the argument of the Bell people ts s jeveland the Bell company never ad- vanced such an argument, knowing its ab- surdity would kill {t, and the f that the opposition company’ there now has over 6,000 subscribers and getting 300 new ones a month gives additional proof of its baso- lessness. Over 2,000 Absolute Contracts. “After canvassing the field here in Wash- ington,” continued Mr. Webb, “it has been definitely determined to Install a plant with a capacity for 6,000 telephones, and our es- timates contemplate the installation of such a plant at an expense of upward of $1,000,- 000, As a demonstration of the demand for a relief from existing local telepnone conditions, and an earnest of the substan- ual support our company will receive, we have already secured 2,110 five-year abso- lute contracts from subscribers and 1,1) contracts based on the provision that we secure the franchise. OB: SUNDAY RVANCE. Discussion of Propoxed Ordinance by Town Council. Special Correspondence of The Evening Star. FALLS CHURCH, Va., April 24, 1900. A special meeting of the town council was heid Monday night to further consider the question of submitting the Sunday ob- servance ordinance to the people. Mayor Hawxhurst stated that he had an opinion from Mr, R. Walton Moore, attorney for the corporation, that in taking the sense of the people on the question the council was not restricted to the general suffrage quall- fications. A resolution was thereupon pre- sented allowing all taxpayers, as well as voters, to participate. Councilmen DePu- tron, Quick and Ellison opposed the resolu- tion, holding that noite but those qualified under the general election laws could take part. Councilman’ Gould supported the resolution. Councilman Gibson said that under the resoltition Women who owned property and paid taxes could partictpate, and he was opposed to this. The resolution was defeated. A résdlution was then of- fered providing that if the result of the vote should be jn favor of the repeal of the ordinance colncil will comply, but that such action would not affect the ‘state law prohibiting traffic on the Sabbath day. On motion of Counciimafi DePutron, the reso- lution was tabled. Councilmen Eljison’ and Gould were ap- pointed a comatty to prepare for the taking of depositions,in the case of the cor- poration against the W., A. and F, C. R. R. {or non-compliance with the decree of the circuit court in regard to grading Ist street.
