TO AID MERCHANT MARINE REPORT ON THE AMENDED SHIP- PING BILL. An Attempt to Regain Control of Foreign Trade and to Increase Our Exportation. The report of the House committee on merchant marine and fisheries on the amended shipping bill has b2en made to the House by Chairman Grosvenor. The principal purposes of the bill are stated to be as follows: Objects of the Bill. “1. To ald in a real practical way—and no doubt, under existing conditions, the only possibie way—in bringing, to the greatest extent possible, our own foreign trade back into our own hands, and thus saving to our country certainly more than $100,000,000 transportation money annually, which now goes to increase the wealth of other nations. “2. To greatly increase the exportation and sale of all kinds of our superabundant productions, and ecially in the vast re- gions of eastern Asia, evidently very soon to be opened to the trade of the world. This is a trade that the nation best prepared to engage in will necessarily get the greater proportion of by its own ships under its own flag, and with its own postal facilities, and its own commercial establishments for the disposal of its productions. . To bring into existence at the earliest possible time a great American fleet of merchant vessels, built in our own coun- try, with our own material and by our own labor, as a most necessary means of national aid and national safety in times of international war or other disturbances, the probability of which is, unhappily, not small, even now. “4. To increase the number of our citl- zens who will be educated in seafaring work, and who will thus have the skill and be better able to defend the honor and inter- ests of our country on the seas, however suddenly the occasion may happen. “5. The bill, we think, will, if the pro- posed compensation is large enough, ac- complish these great and important pur- poses. Provisions of the Bill. Section 1 provides (beginning July 1, 1900): = re 1. For compensation to American vessels, both sail and steam, and without regard to speed or tonnage, but with regard to cargo, if registered for and engaged in the foreign trade of the United States. ~ 2. It provides that the service shall be ac- complished under ten and twenty-year con- tracts adjusted according to the ag2 of the vessel. 3. It provides for compensation to all the: ssels thus under contract, for vcy- ages not exceeding sixteen in any twcive consecutive months, 1% cents per Eross ton for each 100 miles, not excecding in the aggregate 1,500 mi a and homeward bound, and ‘ompen- sation of 1 per cent per gross ton for each additional 100 miles on longer voyages. It is not nece unde so that the shall carry passengers; it is simply to make trips with cargoes of not less than a prescribed amount, in the foreign trade, no matter what the nature of the trade may be. 4. It provides for additional compe: tion for each 109 miles sailed, to steam ves- sels according to classified tonnage and speed, as follows: Vessels over 2,000 gross tons, per gros: ton, of 11 knots speed .4, 12 knots .6, knots .8 of cne cent; of 14 Knots 1 cent, knots 1.1, and 16 knots 1.2 cents. 5. Vessels over 4,000 gross tons, per gross ton, of 17 knots speed 1.4, 18 knots 1.6, and 19 knots 1.8 cent 6. Vessels over ton, of 20 knots spe cents. 7. It provides that no vessel shall be en- titled to compensation under more than one of the tonnage and speed classifications be- fore named. 8. The section then regulates and defines the distance of the voyage, ete. It provides that any foreign-built ves- el admitted to American registry under the bill shall receive only %) per cent of the compensation before mentioned, 1. It then provides t the compensation for the whole service shall not, in any one year, exceed $9,000,000, and fixes the proportion’ between the Atlantic and Pacifie trade. 11. It then provides that if more than 100,000 shall be earned under the bill in one year, the compensation of th sels Shall be ratably diminished so as to give every Vv its due share of the limited $9,000,000, It next provides for making contracts with citizens of the United States who s apply for them within five years and en- gage on such application under adequate security to build In the United States, regi ter and make ready for foreign trad ships as are described in the bill within five years from the time of the contract, and in that case it gives such new bullt vessels the same rights to compensation already de- scribed in respect of existing vessels, and puts such new vessels in all respects under the same requirements. And {t provides for a sliding scale of reduced compensati the time of service runs on. Sec. 7. Provides for a limited bounty to vessels engaged in the deep-sea fisheries. Sec. 8. Provides for a limited bounty for the crews of such deep-sea fishing vessels. Sec. 10. Provides for granting American registers under specific and carefully guard- ed Imitations. First, to such foreign-built steamship were on January 1, 1900, en- gaged in established freight or passenger business from a port of the United States to a foreign port, and which must be of the first class as to quallty and seaworthiness, and which must have then been actually owned by American citizens and really rep- resenting American capital to the extent of at least a majority interest therein, and this Includes such American ownership and capital as may be in form, as foreign laws provide, of a foreign corporation in which the majority interest was at the time named really and truly American. The university extension committee of the Civic Center has arranged for a series of three lectures by Professor Charles Zueblin of the University of Chicago, on “British Municipal Life.” They will be given at the Central High School, corner of 7th and O streets northwest, next Friday afternoon, April 6, at 4:30 o'clock, and the evenings of April 28 and 30. Professor Zueblin is one of the most suc- cessful university extension lecturers in America, and devotes nearly all his time to that kind of work, giving only a few courses in the university proper. His sum- mers are usually spent in Englani, and while there he has gathered materials for his lectures on “British Municipal 1.fe,"" and for the accompanying illustrations. He is a graduate of Northwestern | sity and the Yale Divinity School, and has studied at the University of Leipsig, as well as in the British Museum. He has been connected with the university exten- sion division of the University of Chicago since its organization in 1892, and during that time has given courses of lectures in most of the towns and cities of the central west. During the past winter he h: courses in Milwaukee, in Pittsburg Springfield, Ohio.. At the last-named place the lectures were arranged by tue Trades and Labor Assembly, and were free to the public, attracting immense andiences. A meeting will shortly $e’ held for the purpose of organizing the Hyattsville fire department. : The congregation of the Baptist Church of this village has served notice upon Rev. B. F. Rathray that his setv{ces as pastor of that church will not be required after the 15th of May next. This action was de- cided upon at a recent’ meeting of the congregation. Rey. Mr. Rathray some time ago took exceptions to an entertainment given by the Brotherhood of Andrew and Philip, entitled ‘An Old Maid's Congress,” and the following Sunday mentioned the fact in his sermon. This action was severe- ly criticised by the public at large and also by his congregation. The result was a call for his resignation, which it is un- derstood was refused. ig Mr. Geo. Mist Smith and his daughter, Miss Fredericka, left yesterday for a two weeks’ sojourn in Florida. John Carney of Tuxedo was recently ar- raigned before Justice Carr on the charge of assaulting Charles Speak, a conductor on the City and Suburban raflway. Car- ney offered no defense to the charge and was fined $5 and costs. ~ t The Woman's Christian Temperance Union will hold a meeting at the residence of Mrs. Bradshaw Wednesday next. An altercation occurred Friday evening at Lakeland which nearly resulted in mur- der. It is stated that James Richmond, who is treasurer of the colored Baptist Church at that point, was called upon by the members of the church to render an account of the finances, which he refused to make. Pleasant Brown, an energetic member of the congregation, accompanied by several women, called upn Richmond and emphasized the request. This led to a fight and Richmond drew a revolver and snapped {t three times in Brown's face, the weapon failing to respond. A warrant was sworn out for Richmond, charging him with ee and battery and with attempt to ‘The Rossburg Club of the Maryland Agri- cultural College will give a dance Friday, April 20. The republican county convention, to se- lect delegates to the congressional noml- nating convention, usually held at La Plata, Charles county, will, it is understood, be held in the Masonie Hall in this village. The republican primaries will occur in May. It is said that Representative Sydney E. Mudd has inquired concerning the availa- bility of the hall.
