A. Cook of the cruiser Brooklyn relative to officers deserving special mention in the battle of July 3, has been filed with tne Navy D artment. He says: “The splendid and efficient work done in the engine and fire rooms was largely due to the zeal and intelligence of Passed Assistant Engineer Carter, who went im- mediately to his station in the engine rooms and was unremitting throughout tho action in his efforts to get the best speed. NO OFFICIAL SIGNIFICANCE. lmperor William's Visit to Spai It is stated that assurances have been given by the German government that the visit of Emperor William of Germany to Spain is entirely devoid of official character or significance; that the official trip of the imperial party ended when they left Pales- tine, and that the proposed stop at Cadiz and Cartagena is largely a health precau- tion in behalf of the empress, as the sea trip would be long and arduous if unbroken by these stops at the Spanish ports. The assurances appear to be voluntary on the part of the Berlin officials, and to be in ine with the care taken in that quarter of Jate to minimize and remove the bad im- pression caused by several incidents econr- ring during the recent war. The State De- partment had not, so far as is ws wu, taken cognizance of the emperor's move- ments, and certainly there was no purpose of inquiring as to the stop at Spain, a!- though this action by the emperor was looked upon as rather inopportune, to say the least, when the peace negotiations with Spain are at a critical juncture and when, technically, the war is still in progress. pease Rules for Indian Territory. Secretary Bliss has approved a set of rules and regulations prepared by Luther R. Smith, in charge of the Indian territory division of the Interior Department, gov- erning mineral leages, the collection and disbursement of revenues therefrom and the supervision of schools in that territory under the act of June 28 last. These are to apply in all cases now provided for by agreements with the Indians. They are carefully drawn with a view to protecting the interests of the Indians in every way possible. Leases under section 13 of the act are to be entered into only with the Secretary of the Interior, and lessees are to give bond for the faithful performance of their obligations. Minimum royalties are required of all lessees who take out min- ¢rais and stone, and these may be either reduced or advanced.
