In an interview at Manila with the cor- respondent of the Associated Press, Arch- bishop Dozal of the Philippine Islands said: “I earnestly hope the islands will not re- main Spanish, because the rebels are now 80 strong that such a course would inevita- bly cause appalling bloodshed. The recon- quest of the natives is impossible until af- ter years of the most cruel warfare.” He also expressed the hope that the is- lands would not become absolutely inde- pendent, because it was certain that dis- sensions would occur which would result in incessant strife and a lapse into barbarism and the natural indolence of the tropical race. The only hope, the archbishop de- clared, was that a strong western power would intervene now. Delay was danger- ous because the people are intoxicated, vainglorious and restless. He said it was undeniable that the reli- gious orders must go, because the whole people had determined to abolish them now that they were able to render their reten- tion impossible. He laid the chief blame upgn the Dominicans, Augustinians and Franeiscans, the richest orders, and next upon the Benedictines and Capuchins,which are of less importance. The Jesuits, Arch- bishop Dozal says, are comparatively blameless. He added that the rival orders quarrel among themselves, intrigue, act unworthily and slander their opponents, thus increasing their general disfavor. The provineials, who are approximately equivalent to archdeacons, are mainly re- sponsible. They are utterly beyond the control of the archbishop, who denies pos- sessing much power. The total number of Spanish priests in the Philippines before the war was about 1,000, but lately every departing steamer has taken fully fifty or a hundred of them away and now barely 500 remain. A native priest privately stated to the correspondent that the reason the arch- bishop hopes for the expulsion of the friar- ly orders is that they have grown too pow- erful for him, and that he wishes to strengthen himself. Several responsible Spaniards assured the correspondent that they would refuse to remain if Spain were reinstated in the control of the islands. Many of the Span- ish soldiers refuse to serve again,and Span- ish officers are utterly disgusted with the rottenness of Spain's government and pre- fer to become American subjects. The annexationists have a majority of seventy-one in the national assembly, but the discussion of the subject has not been finished. ————s0+ ESTERHAZY WILL TELL ALL. French Officer to Explain His Con- nection With Dreyfus Case. A Londen special to the New York World, under date of September 18, says: Major Hsterhazy is about to make a full confession of his connection with the plot to disgrace Dreyfus. As he admits that he cannot return to France, it is evident that the part he took involves criminal con- sequences. The major has been safely staying in Len- don for some days. Shaving off his mus- tache was his only attempt at disguise, but this has proved sufficient, as his where- abouts remained undiscovered by private @etectives, both English and French, who have been hunting him tn the interest of the Dreyfus family. The major has authorized the following statement: “There is no longer any justice for me in my own country and the time has arrived to make a full disclosure of the part I play- ed in the Dreyfus affair. I intend to make this disciosure in the interest of truth, re- gardless »f its result to Dreyfus personally “I can no longer aliow myself to be made @ scapegoat. The responsibility must be fairly distributed. “Everything I did wes in blind, unques- tioning obedie: to my superior officer. I am a prefessioaal soldier. I know no law but the law of absolute obedience to my superiors. If I were ordered to take a gun and shoot my own brother I would do so without the slightest hesitation. “I have now only my own honor to con- sider. My military chiefs have abandoned me. I owe them no further allegiance. “You ask me if I was a spy, a secret agent employed by the French military staff to watch the attaches of the foreign powers. I answer that I acted loyally un- der crders. My justification shall be made plain at the proper time, which is very Rear at hand. “You want to know whether my disclos- ures will clear Dreyfus. I answer that out of the thousand documents making up the Dreyfus ‘dossier’ (papers in the case) I know that six hundred were forged. I am prepared to show by whom and under what circumstances these forgeries were com- mitted. “Whether Dreyfus is the innocent his champions suppose remains to be seen. A dispatch from Denver, Col., last night Says: W. I. Doty, the western representa- tive of the L. A. W., announced tonight that all persons in any way connected with the race meeting held here today will be suspended from the privileges of the league and that the track owned by Messrs, Har- ris Bauman, where the races were held, will be outlawed. Mr. Doty is determined to enforce the rules of the league against Sunday racing. The officials of today’s races, Mr. Doty says, will be permanently suspended, the riders for two years, all amateurs partici- pating will be declared professionals and Will come under the two years’ suspension an. This decision of Representative Day will bar many well-known riders, Including W. W. Hamilton, A. B. Hughes, Bertie Banks, C, 1 Himstreet, C. V. Dazey’ and a number of others.
