Looker, as surveyor of the District, was today accept- ed by the District Commissioners under the terms of their order of the 2ist of last April, which permits those employes of the District government who resign to en- ter the military service of the United States, to resume their positions within three months after their discharge from such service, provided“they then be men- tally and physically competent to perform the duties thereof. As Surveyor Looker's successor the Commissioners appointed Mr. W. P. Richards, an assistant engineer in the District engineer department. Mr. Looker resigned to enter the service of the United States as captain in the Ist Regiment of District Volunteers.
