14 BUSINESS HIGH SCHOOL Winety Young Ladies and Gentlemen Be- ceive Diplomas. Closing Exercises at the jational Theater—Features of a Well-Arr: ged Program. The National Theater has seldom present- ed as lovely an appearance or held so pic- turesque an audience as it did last night, on the occasion of the annual commence- ment of the Washington Business High School. The theater was artistically deco- rated with the national colors, while the blue and yellow of the school was blended prettily with the stars and stripes. Sus- pended from the front of the stage, which Was set with palms and banked fn front with scores of bouquets and floral em- blems, was a floral reproduction of the school badge in blue and yellow, with the letters “B. H. S., "98," in the center. The graduating class, numbering ninety young ladies and gentlemen, marched upon the stage to the strains of Sousa’s “High School Cadets March,” played by the or- chestra, and was seated under nodding palms, the ladies in front and the gentle- men in the rear. Within the scmi-circle formed by the class sat the presiding officer of the evening, District Commissioner Ross; Rev. Howard Wilbur Ennis, Representative Livingston of Georgia, Superintendent of Public Schools Powell, Principal Davis, Dr. Lane, Dr. Hazen, George W. Wilson and President John B. Wight of the board of District Commissioners, who delivered the address to the graduating class. After the invocation Kev. Mr. Ennis, the or tra played a medley of national airs, in- cluding “Dixie,” “Columbia” and other scul-stirring tunes, and the applause which frequently interrupted the music illustrated anew the warm patriotism which now fires every American heart. Interesting Addresses. Representative Livingston, being intro- duced, made a brief address, in which he declared that the education of the young should be the subject nearest to the hearts of all the fathers and mothers and the statesmen of the country. He paid a glow- ing tribute to the system of public schools in the national capital, and said it was without doubt the best in the country, quoting the opinion of the Atlanta school beard to that effect after it h and examined all the great big American cities er warmly apy lcwed by an exceeding]. ful feature called an Drill,” in which eight young ladies in Greek costumes went through Delsarte Movements, accompanied by Miss Plelps on the piano and a violin obligato. roduced Commissioner ingston's ad- and was fol- ty and grace- tern Temple Mr. Ross then in Wight, who delivered the address to the graduates. Spanish Pretender Advi the Bitter E dispatch en a Fight to de from Madrid, via Biarritz, 4 Imparcial pub- its correspondent has As it is understood the pretender revised the interview it was published, his statements the nature of a Don Carlos said: “I won't conceal from you that when I left Venice last April I was resolved to protest by means of force and arms—that is, by ordering my partisans to rise against the people who were prostituting our coun- try by a series of unimaginable humilia- tions, but when I learned that war against the United States was imminent and might A dated an had with Don Carlos. that before may be regarded as in intervie manifesto. be declared at any moment I changed my resolution and firmly decided to observe the most absolute imp swerved from th to create the le: country, since it is most all her children I do not fticuity for my important that should sacrifice them- selves for her. My enforced inaction puts me to d r, but I carry it to the ex- treme of depriving myself even of express- ing my opinion as to current events. he governing statesmen, who have committed the crime of not preparing the nation for a war every one saw to be un- avoidable for the last two years, will never be to accuse me of having withdrawn a single Spanish will from the national forces in the fight with the United States. Must Take Responsibilit “They brought cn the war by yielding centinually to American demands, and they will have to take the responsibilities of their mistake. This attitude of mine will ast so long as the present condition of uirs indures; but when the hour for the great settlement arrives I shall make up for my present silence. I will then take my revenge, not by means of words alone, but by means of acis, and I will do that as scon as my consciefice as a Spaniard permits me to do it. I am firmly resolved to fulfill my duty to the end and to omit no sacrifice in order to redeem and avenge Spain. Don Carlos, questioned as to the policy he would adopt in case he should mount the throne, said he could not enter upon that subject now beyond admitting the ne- cessity for a large increase in the navy; but he declared that he had thought out and completed plans regarding the mili- tary problem and the question of Spain's foreign policy. “They are my favorite subjects of medi- tation,” he observed, “and I have certain mature ideas of my own regarding them. i have even carried some preliminaries respecting alliances, which {I hope will some day yield excellent fruits. This, in my judgment, is the capital point, because the proud isolation of Great Britain has been and is deadly to Spain. I must pass the same judgment on the policy of going about begging for protection and ‘inter- vention. ‘he result of such a policy can only be to reduce to the condition of Greece or Servia the Spanish nation, which was once the mistress of the world.” Advice to Cervera. Don Carlos spoke eloquently of the ne- cessity for prosecuting the wag to the ut- most. “Our people's wonderful nerve, spirit of resolution and exalted sentiment of honor are,” he sald, “the only force Spain can bring to a nation with which she may strike an alliance in the day of the com- ing European conflagration. She must, therefore, preserve jealously that force and spirit. Tne only disasters possible for us now are moral disasters, for we have no further material ones to suffer, having suffered all. “Therefore, if, for example, Admiral Cer- desir THE EVENING STAR, TUESDAY, JUNE 21, 1898-14 PAGES. vera, surrounded by forces ten times supe- rior to his own, and having been granted @ chance to capitulate on conditions com- paratively honorable, should prefer to make & sally and lose all his vessels, sink- ing at the same time as many American warships as he could, he would do not only a heroic deed, but also a useful work by Preserving to Spain the aureola of which no enemy has yet been able to deprive her.” <2 + ___ THD ARMY IS MAIN PROP. Emperor William’s Speech*to the Im- perial Guards at Potsdam. The official Reichsanzeiger of Berlin says that Emperor William, in a speech which he delivered to the Imperial Guards ue Lustgarten at Potsdam on Thursday, spgke of the army as being his most important inheritance, and said: “When I ascended the throne, with a weighty load of anxiety, everywhere wes I regarded askance and everywhere I en- countered false judgment. The army alone believed in me, and, supported by you and trusting in the God of our forefathers, 1 assumed my heavy office, knowing well that the army was the chief support of my country and the chief pillar of my throne.” His majesty concluded with hoping the “loyalty. of the army will become qver more pronounced, and that its main sup- pérts, namely, bravery, honor and uncon- ditional and unswerving, blind obedience, may ever remain unshaken.” ———_+ e-____.
