PROPOSITIONS REJECTED The war revenue bill was finally passed by the Senate Saturday evening, a few minutes after 7 o'clock, by a vote of 48 to 28. On the passage of the measure every re- publican voted in the affirmative. By par- te in favor of the measure was Republicans, 39; democrats, 7; ist, 1, and silver republican, 1; total 48. Against the bill the vate was: Demo- crats, populists, 7, and silver depubli- can, 1. total, The democrats who voted to for the bill were Messrs. Caffery, Gorman, Linds McEnery, Mitchell, Murphy and Turpie; the populist was Mr. Kyle, and the sliver republican was Mr. Mantle. A score or more of attempts to amend the bill were made, but in only three or four instances were they successful. The most notable amendment mude to the measure Saturday was that offered by Mr. Tillman (S. C.) placing a duty of 10 cents a pound on all tea imported into the United States. The amendment created no debate, and was adopted by a vote of 38 to 32. It is calculated by the Senate experts that the duty, if it be finally enacted into law, will raise at least $10,000,000 a year and proba- bly more. An amendment offered by Mr. Chilton (Tex.), a member of the finance committee, provides for a tax graduated acccrding to rice upon all articles sold under a patent right, trade-mark or name not open to gen- eral use, and which are not otherwise taxed by the bill. Through an amendment offered by Mr. Lindsay (Ky.) the Senate decided not to Place a stamp tax upon bundles of news- Papers wholly or partly priated, which Weigh less than 100 pounds. A tax of 4 cents a barrel was placed on adulterated flour, and a stamp tax of 1 cent on ever¥Mticket entitling the holder to @ seat in a palace or parlor car or berth in a sleeping car, the company selling the seat or berth being required to affix the stamp.
