An Officer Explains the Offered by This Branch of Advantages the Service. Special Correspondence of The Evening Star. NEW YORK, June 2, 1898. The assertion has bi made of late that the regular army is unpopular, and that great difficulty is being met with in recruit- ing this important pert of the military” ser- vice up to the 62,000 now permitted by law. According to the repert, the desired num- ber is now short by fully 20,000, and that it has even been said that it was likely that recruiting would stop at the present figure, and that the volunteers would be relied upon to carry on the work cut out for our troops. Several causes were given for this supposed unpopularity of this branch of our military force. One con- cerned the matter of pay, which, so far as enlisted men in the regular service are cencerned, is but $13 a month, i $15 and a fraction for the anal in the volunteer army. Another put forward regular branch, where brought reason was that promotion in the the aspirant was into competition with the many trained men from the government military academy, must necessarily be more diffi- cult than in the hastily gotten together volunteer regiments, with their heterogen- cous make-up and comparatively accom- modating standard. -At the recruiting station at 9th street and Sd avenue there is certainly no dis- pesition on the part of would-be recruits to ciscriminate against the regular army. The outlook is that the democrats will put up either Judge James G. Gordon or James M. Guffy as their candidate for governor. Either man will prove strong. Judge Gordon ranks high as a jurist and as a clean, able man. It ts not sure that he would accept the nomination. I do not believe national issues will cut any figure in the nominations to be made.
