The published statement from Copen- hagen via London to the effect that ne- gotiations are progressing looking to the purchase by the United States from Den- mark of the Danish West Indian posses- sions, St. Thomas and St. Croix, appear to be nothing more than the recrudescence of an old story. For many years past certain far-seeing statesmen, have cast longing eyes upon these Danish islands. Ex-Secretary Stanton conducted negotla- | debates | Cromwell ‘tions resulting in a treaty between Den- mark and the United States whereby St. Thomas and St. Croix were to be turned over to the United States for monetary consideration. The treaty came to naught owing to the opposition of Charles Sumner to every feature of Grant’s West Indian policy. The Danish government was of- fended at what seemed to be a breach of faith on the part of the United States in withdrawing from an agreement which it had initiated, and the subject of the ces- sion dropped into the back ground. During President Harrison's adminis- tration it was brought again to the fore and the President submitted to Congress an almost overwhelming mass of testi- mony from the highest authorities, naval and political, to demonstrate the great value of the islands to the United States not only as a coaling station, but as an advance outposts of the defenses of the ecuntry. A strong coniirmation of the soundness of this testimony hds been accorded by the present campaign in the West Indies. But President Harrison, like President Grant, found himself unabie te carry through his scheme of acquisition. At the beginning of the present Congress a resolution was introduced looking to the reopening of ne- gotiations for the purchase of ttre islands from the Danish government was predi- cated upon an intimation received from that government that it was not averse time nothing has been done by the State Department in that direction and it may be that the almost periodical publication GLADSTONE LYING IN STATE The Common Peop'e as Mourners in West» minster Hall. Sincerity of the Masses in Honoring the Memory of Their Chiet— A Notable Event. From the New York Tribane. LONDON, May 26—The gray Westminster Hall, which have of the earl deposition of Richard tence of Charies I walls of heard the nts, pst i, the parliam the th prociam: lord protec the vindte tion of the seven bishops, the acquittal of Warren Hastings and the revelry of scores of coronation banqu listened today to the muffled sound of the tramp of thous- ands of mourners for Gladstone The plain coffin had been carric ancient hall after midnight aln as into the t as se- cretly as Guy Fawkes’ kegs of powder were Conveyed to the vaults of parlia- ment. The Duke of Norfolk and Canon Wilberforce had received it as representa- tives of the state and the church, and tered the historic hall with two of stone’s sons and a few court heralds and porters. The coffin was placed on the dais in the center of the hall, and was left in charge of a small group of watchers. The new palace yard had em when all that was mortal of Gladstone had been taken, as it were, by stealth, into the scene of his historic triumphs. when the gates were opened a solemn march of the masse began and con fourteen hours It was a sy grim in {ts simp ways bare and time tending from stained draped in ck ex- nd alo pntral line. The glorious window of St. Stephen's seemed to have lost its radiance of color and to be powerless to relieve the monoto- nous effect of this continuous wall of The marvelous roof, with its ham- mer beams blackened with age, lent no color to the solemn scene, and the carved angels were lost in the murky air. The seven marble statues on the east side were a line of royal mourners, beginning with Queen Mary and ending with William IV, and, poor as they might be as works of art, their white figures relieved the darkness and gloom of the funereal scene. High among them were the ashes of the uncrowned king among men who had died without other title than the gre lishman. There was the oaken coffin, verely plain and without ornament or fi ers, under the oaken roof of William Rufus and Richard I. A simple brass cross was at the head of the coffin, and tall candies in massive silver holders’ were at the cor- ners of the bier. A pall of white silk em- broidered with gold d colors, and bearing Archbishop Benson’s name, was thrown over the coffin. There was nothing artistic in this spec- tacle. Whatever the English do must bo done solidly and thoroughly. There was the practical problem of police control over the crowd. It was sclved by the crection of a solid barricade as strongly built as though hosts of rioters were to be kept un der control. Probably a silken cord would have sufficed for dividing and managing the quiet, orderly mourners who came by the thousand, but this timber construction Was considered necessary for police reas sons, and was built as though for all time, It was covered with black cloth, and pros duced a noticeably inartistic effect. The catafalque, too, was pitched so high that the coffin looked small. What was done at Westminster Hall would have been impossible in an artistie capital like Paris, but the fine traits and sturdy virtues of the English pecple shono out with undimmed luster in the impres= sive demeanor of the vast throng of mourns ers. 1t was only a glimpse of an caken box in a venerable hall rich in traditions of English history; but the reverence of the masses for the’man who hed m country great in the moral for highest civilization sanctified a unique in simplicity among the pages storied Westminster. Even as early as 6 o'clock t mourners extended from W Bridge to the main entrance of N ace Yard. Lady Harcourt was among the first to enter the hall, but nearly all were wcrking people waiting to pay homage to the leader who had made their cause his own. There were long files of police in line to direct the movement of this proces- sion of toilers, but there was no jostling nor confusion nor noise. Signs of mourning , yet every man scemed to east, a black tie, and every wom- an to put on her soberest & ly th nped along from the t the yard without conversation serious faces. Long before the Was reached every head was une from an intense eagerness to show respect even prematurely Lo the ashes of Gladstone. The stream of visitors was divided by the long draped barrier into two currents, each moving slov the bier. Instinet- ively every mourner slackened his pace and approached as closely as he to the oaken coffin, ing at last with bent head. From morning till evenug there was an silk It was not a pro- ces: sightseers swayed by no other n idle curiosity; it was a solid y of the masses taking solemn leave their champion with heavy hearts and arr of reverent feeling. Saturday rvice in the abbey is reserv- ed for the c! 's, but today and tomorrow Gladstone lies in’ state among the people who have loved to hear his voice. Hour atter hour they have railied in force te the only tribute within their powe their sing with halti beside his coflin. All day long Parliament Square has been densely thronged with this motley assemblage of sobe d, sincere mourners, whose hearts had been touched and saddened by the passing of a great man. Estimates of the number of specta- tors in Westminster Hall today vary from eighty thousand to one h What has been really impressive is not the continuous presence of ua multitude of sightseers, but the sober demeanor and un- affected sincerity with which the massea have honored the memory of their chief. He wanted a very simple funeral, and hia loss Fas been mourned today with demo- cratic simplicit; ———_+ e+ —____ APPOINTED LIEUTENANTS. ired thousand. Cudets Detached and Ordered to War- ships.
