The corporate rivals of the small traders may have some advantage because of their large resources, their pcwer to buy large qu their ability to sell if need be on credit ntities for cash, and smaller profits, and but this gain ts pre- sumably more than set off by the greater wastefulness characteristic of companies, and by the lack of personal supervision on the part of personal owners. A Premium on Dishonesty. Another bad effect of limited lability is that it undermines the confidence which ts an indispersable element of business, and that it places a premium upon dishonesty. But, unforturfately, company promoting is not always merely a matter of driving a profitable bargain on ordinary business principles. Very often there is no “prin- ciple” at all about it. To speak plainly, the whole system of company hatching’ has become a trade as unclean as any trade can be. Deception, duplicity, dishonesty, men- dacity and very often downright’ fraud have become so frequently and so inti- mately associated with it that the profes- sion, though still carried on in our midst on fairly honorable lines by few con- servative promoters, appears at this day | more odious in public-estimation than even money lending. ~ Deplorable Results. ~ _ * The preceding notes on some of the eco- nomic effects of limited Hability show plain- ly that its substitution for the old“ unre- stricted responsibility of business men has had most deplorable results. In fact, the unbiased observer can discern ‘very? littlé in its favor, and truthful tongues will, when discussing its influences, find it im- possible to avoid drawing up a damning + * * I have only been able s cursorily that which would re- quire a volume for its adequate treatment. Yet 1 have shown thai limited liability has removed some of its best elements from British business—some elements which can- not be dispensed with if that business is to hold its own. I have shown that the sway of companies has on all sides taken the place of healthy development, under the direction of personally responsible and capable men of business. 1 have shown how und-r that sway old businesses decay and new ventures fail; how there is’infla- tion ani propping up on all sides in busi- ness; how the latter nas almost ceased to be done on its merits; how the stand- ard of commercial morality has been low- ered, and how swindling and dishonesty are actually protected by law. I have shown how the lavish application of the principle of limited liability has caused the rise of parvenus and chevaliers d'indus- trie, who prey upon cur toiling, saving and moneyed classes; how it has “robbed the people of their substance: how it has encouraged speculation at the expense of prudence and thrift. And I believe that no one who impartially considers the case as I have put it here can differ from me n my opinion, that limited liability Is a curse of this country, and that it threat- ens our economic situation with a danger so grave, and I believe so close at hand, that no time should be lost in forcing the public to realize it. +o+—__ TAKING AIM. How Big Guns Are Fired With Mar- velous and Telling Accuracy. From the Philadelphia Times. The accuracy of the modern rifled guns is one of the wonders that is appreciated by a comparatively few persons. It can be readily appreciated how a man with a small rifle can become an expert marks- man, but to shoot accurately with a big 6, 8 or 12-inch gun is a marvel of modern engineering. Accuracy with big guns is comparatively modern. In days gone by when in a naval conflict broadsides were poured at the enemy it was not so much due to the sure eye of the gunner as it was to luck. Of recent years, however, the gunners on board naval vessels have been aided by a scientific device known as a range finder. Lieutenant Fiske of ravy invented the first this kind known. It is ciple of land surveying engineering chain. If a surveying party comes to a broad river whuse width has to be determined, a base line is measured along the bank. and the angles which this line makes with a mark on the opposite bank are measured by the transit. Then, knowing the length of the base line and the two angles, the distance across the river can be determined by trigonometry. Applying this to the range tinder, a base line is carefully measured between two points near opposite ends of the ship, and over each point a range finder, answering to the engineer's transit, is permanentiy set up. If the telescopes of the two finders are simultaneously converged upon the same point on a distant object (ship, fort- ress or city) the observers will be in posses- sion of the trigonometrical data necessa to compute the distance, namely, the base and the two base angles. ° In the din, hurry and slaughter of a sea fight, however, it would be difficult to make the necessary calculations, as the distance between the ships, and therefore the ob- rved angles, keeps changing, and in order to make the determination of the distance automatic, Lieutenant Fiske piaced his tel- escopes in the circuit of a Wheatstone bridge and caused their change of position to record the distance of the object on the graduated scale of a delicate galvanometer. All that was now necessary was for the ob- servers at the two range finders to keep the cross-hairs of the telescope upon the sume point of the ship, and the electric current transiated, as it were, the angles into distances and recorded them by the movement of a needle over an are graduat- ed into hundreds and thousands of yards. the United States and best device of based on the prin- with a transit and eee need Low Handle Bars Bad for Volunteers. The surgeons who have been making ex- aminations of the m2mbers of the militia volunteers will make reports that will be apt to discourage, though it may not ex- tinguish, the bicycle habit, and particularly the use of low handle bars. It-is said at the medical department of the army that a great number of th> volunteers who nave been rejected for physical disability are bi- cycle riders who, by that violent exercise, have developed diseases of the heart and the spine which unfit them for exposure or endurance. The troubles are said to be con- fined almost entirely to rid2rs who use low andle bars and lean forward it: the saddie. This position not only induces curvature of the spine and other diseases in that part of the anatomy, but causes the other organs to crowd the heart out of its plac? and pro- duce irritation, which ultimately becomes chronic. ——_—-+ 0+ Order to Correspondents.
