Discussing Recent Action on the Conference Report on the Joint Resolution—Foraker's Statement. During the discussion in the Senate yes- fterncon on the recent action of on the Cuban resolution Mr. statement concerning the ‘uban republic, which impr »n on the senators. I think quickly, speedily, possibly even now, on the very day when the ultimatum has been sent to in,” said Mr. Foraker, “pursuant to the resolutions that passed here, this government has practically rec- ognized the republic of Cuba, and I think possibly it is true we will all know by to- morrow that that government Is today be- ing dealt with by the representatives of this government, as it shouid be.” Created a Sensation. This utterance, coming from a member of the foreign relations committee, created a profound sensation among senators. Being pressed for the source of his information, Mr. Foraker replied that his information “was positive, but not officials.” Mr. Allison (lowa) interrupted to say that he did not think there was any doubt that the correspondence with Spain would show that the President had actually demanded the independence of Cuba. In response to an inquiry from Mr. Pasco requesting him to be more specitic, Mr. Al- lison said: “I cannot as a witness be very specific upon hearsay evidence. The Presi- nt in his correspondence with the Span- ish government did say that there must be an independent government in Cuba. This demand was transmitted not only through Minister Woodford, but also through the Spanish minister in’ Washington to his gov- ernment.” Mr. Foraker, resuming the trend of his remarks, said ‘the understanding was that the President was endeavoring through diplomatic negotiations to promote the in- dependence of the people of Cuba. He thought the negotiations today—tne sign- ing by the President of the resolutions of Congress and the sending of an ultimatum to Spain—would amount practically to a recognition of the independence of the Cu- ban republic. and he thought it would so be developed by tomorrow morning. The bill was then passed without division, and at 5:15 p.m. the House adjourned, ee WATCHING THE WHITE HOUSE. A Military Guard Will Be Placed Around the President's Home. Within a few days, probably before the beginning of hostilities, a military guard will be placed around the White House and grounds, and the home of the President will be protected as fully as If the seat of war were near here. None of the details has been decided on and everything will have to be arranged hereafter. Colonel Bing- ham, superintendent of public buildings and grounds, will have charge of the force at the White House and at all of the public buildings unless he is sent to the front. Major Moore, chief of police, and Mr. Wilkie, chief of the secret service of the treasury, have had a conference in regard to the civil detail for the White-House. It is probable that the force around the build- ing and grounds will be largely increased from now on. Many detectives will be placed on duty, attired in citizens’ clothes. Every visitor will be watched and nothing will be allowed of a suspicious nature. The chief danger to be guarded against would be some Spaniard who would like to pose as a martyr to his country. With a bomb or an infernal machine he might be able to do harm if he could get near the building. ee Terminated Its Relations. The Cuban colonial delegation _ ter- minated {ts relations at Washington yes- terday afternoon. It had come here by ap- pointment of the Cuban autonomist cabi- ret for the main purpose of effecting a reciprocity treaty. Senor Angulo was at the head of the delegation. He left for New York at 4 p. m., and his associates accompanied him. Thus both the repre- sentatives of Spain and of Spanish rule in Cuba have ‘terminated their relations here. se The Force at Cape Verde Islands. Word has come to the Navy Department that the Spanish cruisers Pelayo, Vizcaya and Oquendo are all at present at Cape de Verde Islands in company with the tor- pedo boat flotilla.
