Mr. Turpie of In- diana began his speech just before The Star’s report of the proceedings closed, and he was followed by Mr. Gray (Del.) and Mr. Fairbanks (Ind.). Within a few minutes of adjournment a genuine sensation was created by the ef- forts of the Vice.President to subdue the applause induced by the effort made to Prolong the session until a vote could be taken. Vice President Hobart directly ad- dressed the galleries and ordered that the applause should cease. Nearly every sena- tor was on hie feet and the main aisle in front of the president’s desk was crowded with senators. “The senator is himself out of order!” shouted Mr. Gray (Del.). ‘He has no right directly to address the people in the gal- leries.”” Mr. Gray’s remark was directed at and int2nded to apply to Mr. Carter, whose re- marks were applauded in the galleries. “The applause was started by senators on the floor,” some one shouted from the crowd in front of the president’s desk. “I started it myself, explained Mr. Mason (iL), “and am prepared to assume the responsibility for it After vainly endeavoring on two occa- sions to agree to a time for a vute upon the resolutions, and after voting down a motion to adjourn, the Senate, amid much confusion, agreed to adjourn until 10 o'clock this morning. The vote on the first motion to adjourn was as follows: Yeas—Aldrich, Allison, Bacon, Berry, Caf- fery, Chilton, Clark, Clay, Cullom, Daniel, Davis, Elkins, Fairbanks, Faulkner, Gear, Gorman, Gray, Hanna, Hawley, Hoar, Mc- Bride, Pasco, Perkins, Platt (Conn. There was a pessibility that the United States, by in- tervening without recognition, would be responsible, especially as:two hundred mil- liona of the bonds are;held by powerful European governments. He closed by say- ing that he wanted Cuba as free from bonds as from the Spanish crown. Mr. Gray Deprecates Bond Talk. Mr. Gray (Del.), member of the commit- tee on fcreign relations, said he would not place his support of Cuba in this crisis upon anything so inexpressibly low as to who may or may not own Spanish or Cu- ban bonds. Politics ended at the shore line. We were here as, Americans, to sup- port an American President. While hé sup- ported the committee resolution, he favor- cd the resolution offered by Mr. Frye, which is also favored by four other mem- bers of the committee, Mr. Daniel (Va.) wanted to know if Mr. Gray intimated that other senators were not so Icyal to the country because they supported measures which the President aid not want, and pointed out that the committee’s resolution was not in line with the President's wishes, Mr. Gray disclaimed any attempt to cast any reflection upon the loyalty uf other senators. In his opinion, all_agree in a pa- triotic effert to support the President. The United States had waited thus far and maintained at great cost a strict neutral- ity because of ee. conacience of the Amer- ican le. circunistances and the close proximity of Guba made it necessary to intervene now to an end to the ex- isting conditicns in ‘We have waited until the semen has beconre intolerable,” said’ Mr. Gray, “and we can wait no longer. It has been our settled policy from an early period to permit no foreign interference with the Spanish au- thority over it.
