ALEXANDRIA, Va., April 7, 1898. ‘The “tramp” question is one that is agi- tating the minds of the people of West snd, @ suburb of this city. Almost daily the tramps who infest the yards of the South- ern Railway Company and the Washing- ton Southern Railway Company commit Gepredations in and around West End. ‘These freight yards are about a mile and a haff long and run parallel with the village of West End. A number of tramps get off every freight train that arrives in the city, and they rendezvous near Roberts’ Mill. ‘TaKing this point as a base of operation, they circle around the neighborhood, and, it is claimed, steal everything in sight. Several tramps made a raid Tuesday night on the wood pile of Mr. Patrick Canavan. He caught them in the act and attempted to drive them off. The tramps were not Gisposed to do as they were told, but turn- ed on Mr. Canavan and assaulted him with sticks and stones. Mr. Samuel Jones went to the assistance of Mr. Canavan and was similarly assaulted. Two of them finally succeeded in driving the tramps off. The matter was reported to the Alexandria police. Without Police Protection. ‘West End s singularly unfortunate in the matter of police protection. The man who was elected magistrate moved out of the neighborhood shortly after he was chosen, and now the village has neither magistrate nor constable. It has often been suggested, and the suggestion is thought to be a good one, that the village become a part of the corporation of Alexandria. A number of the citizens of West End favor such a movement, although no definite action look- ing to this end has ever been taken. Should the suburb become a part of Alexandria it would, as a matter of course, have the benefit of police protection. The village is &@ growing one, and a number of people who are engaged in business in Alexandria reside there. The citizens have recently organized a fire department, which is in a Position to do good service should the oc- casion arise. One of the last official acts of Postmaster Carlin, who recently retired, was to have the free delivery of mail extended so that the Alexandria carriers would deliver mail in West End. The post office authori- ties are oniy waiting for the village to be Provided with proper sidewalks to put this delivery system into effect. Preparations for Easter. “Holy Thursday” has besn quietly ob- served In this city by appropriate services in the various Roman Catholic 2nd Epis- copal churches. Tomorrow, Good Frid: erved by solemn services, in a ace with custom. Elaborate preparations are being made for the celebration of sier Sunday. Mu sical programs of unusual excellence have been arranged. It is said the music im St. Mary's St. Paul's, Christ and Grace churches will be of a higher order than has ever before been attempted im either. The Easter sermons will be preached by the resident clergy, and it is safe to predict that the clurches will be taxed to their uimest to accemmodate the congregations. Police Court. Excaped From Chain Gang. Jim Reed, who was sent to the chain Beng Monday last by Mayor Simpson, for stealing two slot machines, made his es- cape today while at work in the fourth ward. One bugle blast from the national capital could assemble in a twinkling 10,000 armed men, who would truthfully term themselves “Texas Rang- ers,” and not one of them but whose re- volver shot would be effective from the back of a galloping mustang at 50 yards, while ali would resent with heated indigna- tion a question of their ability to “hit the ; bull’s-eye” with a Winchester as far as it could be ¢ Accustomed sleep in the open air, with their pillows and earth's garniture for stresses, no hardier class of men found anywhere.. Captain McNeil is inclined to taciturnity, but recently he was persuaded to discuss the possibility of organizing a brigade of rangers. “I presume that European disciplinarians would laugh at my views of what our ‘un- drilled’ rangers could do. But let them think a bit. The tried courage of our boys should show that there is no danger of tkem turning tail under any circumstances. Now, then, what is most demoralizing to an army? If two forces meet and one sees tremendous havoc wrought on its side, while the foe continues to advance rela- tively as strong as before, what is the re- sult? Suppose a brigade of European cav- alry were to be engaged by an equal num- ber of rangers. In the collision the Euro- peans might seek to use their sabers. I warrant you that before the two forces got together for every European cavalry- man’s bullet that found its mark at least two of the rangers’ guns would have drop- ped their men. So long as they remained away from a hand-to-hand scrimmage the Texans would continue to increase the enemy’s minority. Then, when they got together, the boys who could use Bowie Krives and guns successfully against the lances and tomahawks of the Indians could certainly whip the cavalry of any Euro- pean nation with ordinary sabers and side arms. “There are various things that favor the ranger. In the first place, his horse, the or- dinary mustang, is much more serviceable for modern fighting purposes than the or- dinary cavalry horse. Its thin, wiry legs aid it on the plains where a sharp turn fre- quently saves its rider from an onrushing steer or enables the cowboy to stop a stam- pede. I know of no occupation that re- quires more coolness and endurance and the exercise of more quick, good judgment than does that of the cowboy. And there is certainly no industry that makes better horsemen or breeds a class of horses better for their use. All the world knows that down here, where hunting is as popular a juvenile sport as playing tops, we have reared generations of marksmen.
