B. on Seventh Street. MATTER OF TRACKAGE ARRANGEMENTS Provisions of Law of 1894 on the Subject. COLLECTING MATERIAL One of the topics of conversation in local street railroad circles today was the ap- plication made to the District Commission- ers by the Metropolitan Railroad Com- pany for a permit to extend the under- ground system of its 9th street line from 9th street to 7th street, and then up the 7th street road to the old car stables of the company. What gave special interest to what is apparently a purpose on the part of the company to complete its Yth street line to the former terminus is the fact that the road would then become a connecting road with the Brightwood Railroad Company. As is well known, under the law of 18 the Metropolitan Railroad Company is au- thorized and required to make trackage arrangements with connecting roads. Owing to the fact that the Yth street ine has never been completed to its former terminus, the Metropolitan is not a con- neciing line with the Brightwood, and con- sequently this section of the law could not be carried out. “Effect on Pending Legislation. ‘There is now a bill pending in Congress to compel the Metropoliian railroad to do the work which it now proposes to do voluntariiy, and some have gone so far us to intimate that the application at this lime for the permit is merely a device to prevent this legislation. This surmise is thougnt by others to be unjust, and those who are of this way of thinking are in- clined to take the Metropolitan company at its word, and to believe that it fully in- tends to build this portion of its road and comply with the law of 1804. act,"it was stated today on the street that Mr. Samuel L. Phillips, who wus the termer president of the road and a large stcekholder, and who is now said to hold the position of advisory counsel, stated that the Metropcliian company intended to build this portion of the road at once. What President Weaver Says. Mr. Rovert D. Weaver, the president of the Metropolitan road, in answer to an in- quiry from a Star reporter this morning as to when the work would be begun, said that as quickly as possible the company intends to complete the 9th street line. He said that the company 1s now getting to- gether the material, or rather seeing what material it has on hand, and that it may be possible to begin the street work this week, or, at any rate, next week. When asked if any trackage arrangements had been made with the Brightwood road, Mr. Weaver said the Metropolitan com- pany is now arranging to build, and after that was done there would be time to dis- cuss the use of the tracks. Mr. Saxton, the contractor, said to a Star reporter that he was getting together the material which had been stored in the company’s yard, and trying to find out whether anything additional was needed, and that this was being done preparatory to starting the actual work of construc- tion. Possible Delay Suggested. It is said, however, even if this section of the road is built, that it may be possible to delay putting into actual operation any trackage arrangements between the two companies by a failure to reach an agree- ment. The law provides, however, that an 2ppeal can be taken to the courts, but it is said that this feature of the law will epen the way to delays, so that the mak- ing of an agreement by which people liv- ing in the suburbs can come over the Brightwood line and into the heart of the city without change of cars may be de- ferred indefinitely. However, it is thought, even if any such policy {s contemplated, it will be impossible to prevent much long- er the consummation of a trackage plan, because it is believed to be in line with the development of suburban and urban street railroads in this District. It seems to be the opinion that it is only a ques- tion of a brief period when trackage ar- rangements will be made generally be- tween the city and suburban roads. There Will Be a Choice. The situation in regard to the Bright- wood road is particularly interesting for the reason that in a short time the Caoi- tal Traction Company inteads to put the underground system on the 7th street road, and then that read will be practically a connecting Iine with the Brightwood, and, having the same motive power, trackage agreement can be made by the two com- panies, so that it-is thought cars from the Brightwood road will be running over either the tracks of the Metropolitan or the Capital Traction road in the near future, or perhaps over both. It is also said that in all probabili similar agreement will be made betw the Georgetown and Tenleytown road and the Capital Traction, or perhaps with the Metropolitan. It may be that such® ar- rangements between all the city and sub- urban roads will be agreed upon before the time comes, as is confidently expect- ed, for a combination which will practi- cally include all the city as well as sub- urban roads. When the latter is accom- plished then people can travel over any road in the city and will be carried out into the country over any connecting road, as is now done in so many other ¢ > FOR THE MAINE SUFFERERS. A Brilliant Audience at the New Na- tional Theater. The most notable gathering ever seen in the city of Washington was that which made up the audience at the National ater yesterday afternoon on the occa- sion of the benefit for the families of the men who lost their lives in the destruction of the battle ship Maine. Every phase of Washington life was ‘represented from a row of marines in specially reserved seats in the gallery, through diplomatic and offi- cial circles, to the President of the United States and Mrs. McKinley in their box. The audience included, among other noted personages, the Vice President and Mrs. Hobart, the Sceretary of the Navy and Mrs. Long, the Secretary of State and Mrs. erman, the Postmaster General and Mrs. Gary, the family of the Secretary of War, Mrs. Gage, the Attorney General and Mr: Griggs, Assistant Secretary of the Navy Roosevelt, Senator Hale and Representa- tive Boutelle, chairmen of the naval affaii committees of the Senate and House; Mrs. A. C. Taylor, Mr. and Mrs. Lothrop Bradley, Commander and Mrs. Clover, Mrs. Elkins, Admiral and Mrs. Ramsay, Mrs. Logan, Miss Cisneres, the Misses Leiter, Dr. and Mrs. Hammond, Mrs. Fuller and Mrs. Au- brey, Mr. and Mrs. Cropper, Mr. and Mrs. Whittemore and the Misses McKenna. Be- sides these there were representatives of nearly all the legations, as well as resi- dential society, the whole going to make up an audience at once of generous pro- portions, taking up every seat in the play- house and imposing standing room as @ penalty for those who came late, and of brilliant aspect. Nearly all the patronesses of the affair, which was given under the auspices of the relief association, at the head of which is Mrs. Long, consisting of Mrs. Crownin- shield, Mrs. O'Neil, Mrs. Bradford, Mrs. Matthews, Mrs. Hitchborn, Mrs. Stewart, Mrs. Heywood, Mrs. Van Reypen, Mrs. Lemley, Mrs. Clover and Miss Beecham, were present, the number including Mrs. McKinley, Mrs. Hobart, Mrs. Sherman, Mrs. Gage, Mrs. Alger. A feature that added much to the bril- liancy of the affair was the fact that twen- ty officers of the army, navy and marine corps in full dress uniform acted as ushers, while prominent young women of society sold small flags and programs, realizing a neat sum in this way to be added to the proceeds of the concert. Among the of- ficers who acted in this manner were Lieu- tenants Gilmore, Hiebtrg, Nissen and Gui- gard of the army; Capt. Charles McCawley of the marines, and Lieutenants Ward, Culver, Gibbons, Key, Laucheimer, Hill, Ensigns Haines, Jones and Lattimer, Dr. Russell and Dr. McClurg of the navy, while among the young ladies who assisted in swelling the Maine fund by the sale of flags and programs were Miss Miles, Miss Crosby, Miss Hichborn, Miss Vivian Sar- toris, Miss McCalla, Miss Bates, Miss Gil- more, Miss Wallace, Miss Bradford, Miss Adams and Miss Sigsbee. The theater was elaborately draped with the national colors, the President's box be- ing decorated with the American coat-of- arms in gilt on a background of navy blue. Nearly every one in the audience wore some part of the national colors, and the general effect when the audience was in motion was not only effective, but calcu- lated to inspire a high feeling of patriotism. The President and Mrs. McKinley arrived just before the commencement of the con- cert and were greeted with hearty cheers. The President bowed repeatedly on the way to his box, and upon leaving the thea- ter at the conclusion of the program was given another and still heartier ovation. The feature of the concert in a musical Way was the Woman's String Orchestra of New York assisted by Miss Nina Rathbone, the organization tendering its services gra- tuitously in the effort to swell the fund for the Maine sufferers. The program was an especially attractive one and each and every number received unstinted applause. Among the special numbers must be men- tioned Miss Cluss, harpist; Miss Branth, Violinist, and Miss Gaertner, ‘cello soloist. Miss Cluss isa Washington girl and is well known here for her masterly skill en her beautiful instrument. Her work yesterday showed that she has even improved in her command over the harp, both in technique and power of expression, and her friends in the audience united in giving her a hearty welcome. Miss Gaertner’s work on the ‘cello was much enjoyed, while Miss Branth proved herself to be a violinist of more than ordinary merit. Miss Rath- bone’s numbers comprised an aria from “Hamlet,” and later three songs by Ameri- can composers, her full, rich voice being heard to splendid advantage in all of the selections. The concert closed with the singing of ‘The Star Spangled Ranner” by Miss Rathbone in costume. Small fla which had been distributed about the audi- ence were industriously waved during this performance, which seemed to inspire the highest pitch of patriotic fervor. —_—— Wants a Separation. Suit for divorce has been instituted by Ida V. Terry against Charles B. Terry. The couple were married February 1, 1894, in Baltimore. The wife charges that her husband deserted her May 15, 1894. In ad- dition to a divorce, Mrs. Terry asks the court to decree that she may resume her maiden name of Dick. * — National Flower Congress. ; At the recent meeting of the national! flower congress in Asheville, N. C., Mrs. McKinley, Mrs. John A. Logan and Mrs. J. S. Carr were added to the national com- mittee. The purpose of the congress is to secure the adoption of a national flower for the United States.
