There must be men to replace all casualties of action and to take the places of those who are worn out after four hours of battle, when the strongest physique gives way un- der the terrific detonation and shock of modern high explosives and big guns. This one defect remedied, and we would be in an excellent position now to meet any emergency. And in the present spirit there will be no trouble to secure men in plenty, and of ample intelligence, to quickly grasp the method of handling our new and pow- erful guns. If there is any alarm at present over the outcome of the Maine incident in the dij- rection of war, it should be set at rest by the words of Col. Henry M. Roberts, pres- ident of the board of United States engi- neers, who would know, if any one could, whether the government could protect this city. It is a strange fact, but none the less true, that remote as was the possi- bility of war, somé large real estate trans- actions have been delayed by the timidity of proposed buyers, who thought they might “just as well wait till things eet straightened out” before putting up or taking over buildings that would furnish a mark for an enemy's gun. No Cause for Alarm. Says Col. Roberts: “There is absolutely no cause for alarm on the part of the public. I may not tell you what the defenses of New York are. Just what steps would be taken to pro- tect New York, where protection is neces- sary, rests with the President and his ad- visers. It 1s hardly necessary to say that New York would be well protected should the occasion arise, for the vast property in- terests here would not be lightly sacrificed. As I suld before, there is not the slightest occasion for alarm.” Then Col. Roberts turned to other sub- jects. One of them was the question of international law, which is far more time- ly. “There are numerous lawyers of high standing among us,” he said, “‘and it seems strange that a better understanding of the principles of international law does not prevail. There is not a scintilla of evi- dence that Spain in any way connived at the blowing up of the Maine, and that she should have done so is simply unthinkable.
