QUESTIONS FOR ITS DETERMINATION Selection of Presiding Elders At- tracting Special Attention. eee THE CONFERENCE ROLL The next annual session of the Baltimore conference M. E. Church will begin Wed- nesday next at Waugh Church, 3d and A streets northeast, Rev. Dr. E. Olin El- dridge, pastor. It will continue in session for about one week. Bishop S. M. Merrill, whose home is in Chicago, will preside. The conference is composed of about 225 ministers, there be- ing at present no lay members. The pai terates over which the ministers preside are divided into five districts, over each of which there is a presiding elder. ‘These disiricts are, respectively, Balti- more, East Baltimore, West Baltimore, Washington and Frederick. Among these there is likely to be but one change in presiding elder, that of Frederick, where the elder’s term of six years expires with the present conference year, by limitation. There are but few ministers who have served their present charges for the term permitted under the law of the church, and in Washington but two—Rev. Hugh Johnston, D.D., pastor of ‘Metropolitan, and R Dr. Hartsock of Ryland. The success the former has already been Ned, being, as heretofore stated in Rev. Dr. Frank M. Bristol of Il. Question of Interest. Just how the successor to Presiding Elder Wheeler will be selected is a matter of much interest to many of the members of the conference. Resolutions favoring this were introduced at the session of the con- ference last year, but were defeated. e that time there inas, however, been a great change in sentiment among the member- ship of the varfous M. E. churches through- out the United States on the subject. and it is believed that fully four-fifths of the deromination are in favor of such repre- sentation. . There is not entire unanimity among the advocates of lay representation as to what they want. some demanding equal repre- sentation in both general and annual con- ferences. while others insist that lay rep- resentation and the election of presiding elders ought to be secured together, and that the time has come when a change in the organic law of the church to provide for both should be made. At the conclusion of the debate on the Corbett case in the Senate yesterday after- noon Mr. Hansbrough called up the Alas- kan homestead and railway right of way bill. Mr. Gear (lowa) suggested that the reading of the bill be waived by consent and in view of the lateness of the hour, Mr. Hansbrough being willing that considera- tion of the measure should be proceeded with today, he moved that the Senate go into executive session. Mr. Wilson (Wash.) objected to the mo- tion. “There is no more important bill on the calendar,” said he, vehemently, “than this. It is of the greatest possible interest and importance to thousands of people in our northwestern states. No business can be brought up in executive session that is of greater importance than this measure, and not a nomination that may be consid- ered approaches it in importance.” Mr. Gear then withdrew his motion and the Senate was about to proceed with the bill, when Mr. Rawlins (Utah) made the point of no quorum. A roll call developed the lack of a quorum, and Mr. Rawlins moved to adjourn. Division was demanded and the Senate adjourned at 4:35 p.m. by a vote of 17 to 14. —_—__-2-______ HAD ASKED FOR PROTECTION. Letter Written by Postmaster Baker Just Before His Murder. The officials of the Post Office Depart- ment will spare no time or expense in in- vestigating the murder of Postmaster Ba- ker at Lake City, S. C. Senator McLaurin has taken a keen interest in the outrage and insisted upon the detail of another in- spector to assist Inspector Willlams in fas- tening the dastardly crime. Word has been received by the department from Inspector Wilicms to the effect that the investiga- tion was in progress, but as yet no clues had been discovered. The coroner's jury which has been looking into the case has adjourned until Saturday. The Post Office Department directed In- spector Williams to detail another inspec- tor to proceed to Lake City and assist Mr. Moye, who arrived there Wednesday, to conduct the investigation into the murder. A singular c pincide1 in the case of Baker is that on February the day of the night on which he was murdered, he wrote a let- ter to the Post Office Department, saying that his life had been threatened and ask- ing that the goverument extend some pro- tection to him. This letter came to hand Wednesday afternoon, —_ +2 -____. DUTCH SUGAR EXPORT DUTY. The States General Decide move It. Minister Newel reports from The Hague that a measure has been adopted by the states general providing that the item of the Netherlands East Indian export tariff, regarding sugar (viz, a duty of 0.15 florin Fer 100 kilograms), shall be removed there- from. In his accompanying explanatory state- ment the minister of colonies says that the condition of the sugar industry in Java, by reason of the protection afforded to beet- root sugar in Europe, calls for the removal of the export duty; the more so, because the temporary suspension from time to time has not been without its ill effect on the colonial industry, while the temporary ey to the treasury has not been provided or. Ii is now proposed, says the minister, that the equivalent for the loss occasioned by this alteration in the colonial export tariff shall be found in an increase of the import tariff on goods admitied to the east coast of Sumatra and the Island of Lom- bok, where the general East Indian tariff will henceforth take effect. —_—__—____-e A Rather Peculiar Inquiry. A rather peculiar inquiry recently came to the Post Office Department from a widow holding the position of postmaster in one of the more important smaller cities of the south. It requested to know whether a marricd man 19 or 20 years of age could hold the position of postmaster. The con- clusion put on this by the postal officials, based on previous similar inquiries,was that the widow wanted to marry the young man if the regulations permitted one of his age to hold the office, and if they did not, re- main single and continue to hold the office. The assistant postmaster general's reply to the inquiry was that “marriage was not a cure for the prohibition in section 394 of the postal laws and regulations against a minor being postmaster.” ——_-e-—____ Tenders Aid to the Government. District Assembly No. 66, Knights of La- bor, at its weekly meeting, last evening, by an uranimeus yote, tendered the services of its members to the government in case of war with Spain. The assembly also con- demned the Building Traces Council for de- clining to admit to membership either of the contending factions of plasterers in this city until the latter settle their difficulties. a Reception to Trustee Wright. A reception in honor of Mr. Thomas H. Wright, recertly appointed a trustee of the public schools, was given last evening, at O14 Fellows’ Hall, M street between 16th and 17th streets northwest, by the Grand Wnited Order of Odd Fellows. Most of the large number of persons present were in full regalia. After the delivery of a num- ber of brief addresses refreshments were served. to Re- eres Opinions by Court of Appeals. The Court of Appeals yesterday handed ¢cown an opinion in the case of the Na- tional Safe Deposit, Savings and Trust Company, appellant, against William Bruce Gray, appellee. The decree of the lower court was affirmed, with costs. ‘The opin- ion was written by Mr. Justice Cole. ‘The appeal was from a decree of the District Supreme Gourt in an equity cause, wkerein the appellee was complainant and the appellant and Albert Gleason were de- fendants. John McKeever, stable boss for the Wash- ington Brick Company,was 3 esterday placed on trial before Judge Scott and a jury on the charge of cruelly working and torment- ing five horses and three mules belonging to that concern. Special District Attorney Pugh represented the government, and Mr. W. F. Mattirgly was counsel for the de- fense. Mr. Mattirgly told the jury he proposed te prove to them that the arrest was an act of persecution rather than of prosecu- tion for violations of law. Mr. Pugh said he had never known of a case in which a defendant was charged with cruelty to ant- mals that it was not claimed by counsel for the accused to be a persecution. Agent Relplinger of the Humane Society gave a detailed statement as to the condi- tion in which he found the horses and mules in question, and which he said were utterly unfit to work. Mr. Mattirgly asked Mr. Reiplinger if he was not agent for a remedy for sores on animals. The witness denied this, but said he nud recommended a preparation to Mr. Holbrook of the brick company, and the lat- ter tried it with success, Mounted Officer Markwood and Mr. Thom- a3 A. Beckett of the city post office con- firmed what Mr. Reiplinger had said about the condition of the animals. Dr. Charles Robinson, who is employed by the Washington Brick Company, said the animals in question were in fit condition to work at the time of the arrest. After the close of the report of the case in yesterday’s Star Mr. Thomas L. Hol- brook, president of the Washington Brick Machine Company, the owners of the ani- mals alleged to have been cruelly treated, took the stand. At the conclusion of his testImony the jury was addressed by Pros- ecutor Pugh and Mr. W. F. Mattingly, the latter for the defense. Judge Scott charged the jury as to the law on the subject, and at 4:15 they retired. After deliberating for an hour and a half the jury, at 5:45, re- turned a verdict of guilty. At the suggestion of Mr. Pugh, Judge Scott imposed the lowest fine, $5 in each case, $40 in all. This was the sum depos- ited - collateral when McKeever was ar- rested. —_—.—__ Reception Tendered. A colored man named Simon West fig- ured in a row Wednesday in the house of James Coakley, colored, at No. 1243 25th street northwest, and he emerged with a fractured skull. Coakley, it is alleged, struck him with a club. The injured man, who lives at No. 2020 L street, was taken to the Emergency Hospital for treatment. Dr. Jueneman, who attended him, found him in a critical condition. The ‘patient shows signs of improvement, and it is be- ieved he will recover. —_——-__ Fleeing Boy Pursued by Policemen. Considerable excitement was occasioned yesterday afternoon on F street by a fleeing negro boy with two policemen and a large crowd of kcys in pursuit. The boy was Robert Green, and the officers were pur- sting him fo: an assault on another negro boy named Frank Deggs. The two ad fcught last “Sunday in Alexandria over a game of crap, and yesterday renewed hostit- ities. Green armed himself with an fron bar and went after his enemy. He also fertified himself with a knife, but sought to cripple his adversary before carving him. The fron bar missed Dages by a narrow margin, and before the knife could be used Green was trying to escape.
