GENERAL AND PERSONAL ot Evening Star Bureau, < No. 520-King st., Bell Telephone, No. 106, ALEXANDRIA, Va., February 3, 1898. ‘The council chamber was crowded with spectators at the meeting of the city coun- cil last right, called fo"take action in re- gard to the removal of Mr._R. Theodore Cook, clerk of the gas, who has been ab- sent from the city for the past ten days, and who, it is alleged, is short in his ac- counts. When the councif'was-called to order the message of the mayor was read as follows: “Owing to the serious complications in the affairs of the-clerk’s office-of the city gas works, I have convened the members of the city council this evening to report to them, as the representatives of the peo- ple, matters which have been brought to my notice, and to report also’ that I have this day removed Mr..R..T. Cook from his position as clerk of said city gas works for misconduct in dffice and for negiect of duty, evidenced by the fact of his erratic departure from the city and official service; his persistent silence and continued ab- sence during the period of great excitement incident to his unexplained behavior; vio- lation of the laws requiring him to deposit within twenty-four hovers afier their re- ceipt all nfoneys received by him, and gen- eral irregularities in the management of his office records. “These are the acts that impel the re- moval of an old corporation official and that thrust upon me an unpleasart re- sponsibility, which I can neither consci- entiously nor consistently shirk. Mr. Cook, in his report to the city couacil at its last meeting, exposed a difference of more than +00 between the amounts received and deposited by him. The discovery of this discrepancy, Mr. Cook's inexplicable ab- sence and the general ignorance of our citi- zens as to his whereabouts, were more than sufficient to excite the gravest appre- hensions, and prudence, born of these fears, suggested prompt measures. H: Price, who has been ill for some time past, is able to be out again. + CASTELAR ON THE CUBAN WAR, He Compares It With the Former War and Declares It is Worse. From the New York Tribune. Emilio Castelar, the great statesman and writer, who was president of the Spanish republic in 1873, kas been for some years, ard is still, the principal contributor to the “Nouvelle Revue Internaticnale,” publish- ed by Mme. Letizia Rattazi de Rute. In the latest number of that review Castelar continues on the Cuban question the series of his articles, from which the following paragraphs merit special attention: We can affirm that never before has this Cuban question, now of £0 exceptional gravity, troubled our souls, agitated our nerves, alarmed our intzrests and absorbed our home and foreign policy se much as it does at the present hour. In revolutionary times we did not bleed the country with those numerous armies as we do now,which came so near wearing out the flower of youth in the desolated ambushes of Cuba. In the revolutionary times we left to the islard the duty of sustainirg the war at its own expense, and we contributed only to the recruiting of volunteers, who were al- ways well paid and quite satisfied. In the revolutionary times we were not divided atout the Cuban questicn, because we con- sidered it as an eminently national ques- tion. In the revoluticnary times we isolat- ed the war in the eastern part of the island and made it impossible to invade the fer- tile plantaticns of tobacco, coffee and su- gar cane, which were she'tered by a wise de‘ense uring the whole period of the rev- clution. In the revolutionary times we an- svecred the United States with the noble pride of a p2cple conscious of its strengtn, 2rd we confined the transatlantic war within such bounds that it never went out of the limits of an ordinary riot, though it was the source of some injury to the moth- er count In those times there was a fine crganization. Patrician families of the old colo: and pre-slavery regime directed it; it was governed by the most experienc- ed mer in administrative affairs; a very well-made constitution formuiated its prin- ciples, and a well-orgarized party supplied the war with soldiers and money contribu- tions. And we so well kiew how to sur- mount all obstacles by keeping the war Within the narrowest limits, that, thanks to its little impertance, it could hardly be compared with the struggle maintained étring some thirty years by the Dutch at Sumatra. From the New York World. William Waldorf Astor has left London for a tour of some weeks on the continent. He purposes to visit Rome, and possibly extend his journey to Cairo. Before leav- ing Cliveden he saw placed in a permanent position the gigantic table made from a cross section of a California redwood tree, large enough to seat forty persons. It has been set up in the open air, in the center of a greensward, some distance from the house, in a place known as “The Half Moon,"" on account of the form of sur- sounding trees and shrubs. It is close to the spacious gymnasium and covered ten- nis courts recently erected at great cust. The table has been so arranged as to pre- sent the appearance of a growing tree cut off at the stump.
