He expressed the opin- ion that the free silver advocates were hon- est citizens, and that the government would be safe in their hands, if placed there by the vote of the country. Mr. Cockrell supported the resolution “No nation of the world has ever yielded the option of paying its obligations in its standard money,” said Mr. Cockrell. The opponents of the resolution were working in the interest of the bankers of the world. “Oh! that we had in the White House an Andrew Jackson,” cried Mr. Cockrel he might say to these bankers: Amimated Discussion of the Teller Resolution. An interesting debate on the Teller reso- lution justifying the payment of United States bonds in silver kept the Senate oc- eupied yesterday evening until 6:50 o'clock. The speeches for the most part were studied effort, but there were numerous lively incidents during the day. < After Senator Daniel concluded his speech Mr. Lodge addressed the Senate. Mr. ‘By the eternal, you shall take the standard silver Lodge declared: dollar in payment for the obligations you hold!’ That would settle this question very quickly. Mr. Cockrell in the courze of his remarks produced a $20 gold piece and inquired whether any republican desired to give him for it forty standard silver dollars. The Senate at the conclusion of Mr. Cock- rell’s speech adjourned, at 6:50 p.m., on wotion of Mr. Vest (Mo.), until 10 a.m. today. ‘Nations, no more than individuals, can afford to confine their honesty within the limits of the law. Statutory morality is not best either for states or for men.” The senator said that the parity of our gold and silver money could be maintained only by having every form of our currency in- terchangeable. Either the existing gold standard must be maintained or the coun- try must authorize free silver coinage. Mr. Lindsay (Ky.) followed in a set speech in support of the resolution. He said, however, he wanted to protest against the statement that had been made to the effect that all those who would vote for this resolution would by their votes indorse the views of all who supported it. Mr. Lindsay held that it was not bad faith on the part of the government to pay obliga- tions in any money authorized by iaw. Mr. Aldrich asked whether the country could commence free coinage and g0 toa silver basis without derogation of the rights of either the public or the private creditor. “It might be unwise,” replied Mr. Lind- say, “but the question presented is one of policy, not of good faith. The law passed in a constitutional way an— so maintained always determines the question of good or bad faith. Mr. Lindsay said it was never a viola- tion of faith to keep a contract in both letter and spirit, and all the talk upon this resoiution would never change that pesition. In reply to Mr. Lindsay’s statement that the opponents of the resolution had forced the fight, Mr. Aldrich said: “The senator from Kentucky is under a misapprehen- sion. We did not bring this resolution be- fere the Senate. It was brought here by Mr. Vest, one of your distinguished friends, after it had been introduced by the sena- tor from Colorado (Teller). Three years ago it was introduced in the House by the Hon. Wm. J. Bryan, the great leader of the democratic party, and the discipline of your party is so strong and exceuent that even the senator from Kentucky is now found fighting under Mr. Bryan's leader- ship.” “The senator from Rhode Island had bet- ter look after his own leadership,” replied Mr. Lindsay, “and not trouble himself about mine. “I do not expect,” retorted Mr. Aldrich, “that the senator from Kentucky will ever vote under my leadership. Discipline on that side of the chamber is too strong for him ever to sever himself from the demo- cratic party. I wish that party loyalty were as strong on this side of the cham- Mr. Wolcott (Col.) was on his feet in ai instant. “The senator from Rhode Island, said he, tartly, “expresses the wish that party discipline were stronger on this side of the chamber. I wish so, too. And I wish that senators on this side of the chamber would not go off from the tenets and principles of the republican party at the behest of an Indianapolis convention as some of them have done.” Mr. Caffery (La.) delivered an extended speech in opposition to the resolution. “If this resolution means what has been at- tributed to it.” said he, “it is clearly a vio- lation of public morality, if I have any proper conception of what public morali- ty is.” Mr. Smith (N. J.) followed Me. Caffery. He saw no necessity for the resolution. He had, indeed, supposed that Mr. Aldrich was responsible for it for purposes of his own. Mr. Aldrich disclaimed all responsibility and was promptly acquitted. Mr. Smith announced his intention of vot- ing for the resolution on the ground that it was not a new declaration. In doing this he would not, however, surrender his individual views on the free coinage of sil- ver. In conclusion. Mr. Smith reiterated, im reply to Mr. Aldrich, that he was op- Posed to free coinage at the ratio of 16 to 1. “Then,” said Mr. Aldrich, “the resolution does not mean the restoration of free coin- age?” “Not as a legal proposition, I am assured,” ————- 2—_______ SCARCITY OF FRACTIONAL COIN. Secretary Gage Writes to a House Committee. Secretary Gage has sent to Chairman. Stone of the House committee-on coinage, Weights and measures a letter in which he explains the necessity for the ehactment of several important bills recently intro- duced in the House of Representatives at his request and still pending. He says the amount it is permissible under existing law to allow the melter and refiner and carrier of the United States mints for wastage in their operations of the precious metals is excessive and should be reduced to one-half thousandth of the whole. The demand for fractional silver coin since 1890 has been much greater than the amount coined, and the treasury has been compelled to pay out worn coin, as the amount of new coin manufactured has been limited by the appropriation made for the payment of loss on recoinage on such coin. From the demands for new coin it would appear that a much larger amount of sub- sidiary silver coin would be maintained in circulation if the Secretary of the Treas- ury were authorized to use any silver bullion now in the treasury in the coinage of such denominations of subsidiary sil- ver coin as might from time to time be re- quired, and it is therefore recommended that such authority be given by Congress not only to use any bullion now in the treasury, but also authority to recoin all worn and abraded fractional silver coin now in the treasury and hereafter re- ceived. There are now in the treasury over $10,000,000 in subsidiary silver coins. Of this amount it is estimated that about $7,000,000 is unfit for circulation. The third bill is to authorize the receipt of foreign gold coin in sums of $5,000 in any single deposit, and to pay for them without previously melting, the coin to be held as bullion and paid out for export in exchange for United States coin. importations of gold are made it frequently occurs that large amounts consist of for- eign gold coins. A Military Expedition to Explore the Way to the Klondike. , Acting Secretary Meiklejohn is arrang- ing to send a military expedition up the Copper river route in Alaska to map out the topography of the country and finally establish the value of this route to the Klondike gold fields. War Department re- ports indicate that this may turn out to be the most feasible of the winter routes, and that is one reason for sending the ex- pedition now.
