Stratexic Importance of Holding Hawa Pointed Onut—Mr. Allen Speaks Briefly in Opposition. In the executive session of the Senate yesters Senator Davis continued and completed his speech on the Hawa treaty, and was followed by Senator Allen of Nebraska, who spoke in opposition, as Was told in yesterday's Star. Mr. Davis requested in the beginning that no questions should be asked during the presentation of his argument, as he Preferred. he said, not to have the contin- tity of his thoughts broken. His speech yesterday was devoted largely to a presen- tation of the strategic features of annexa- tion. He displayed a chart in front of the presiding officer's platform, showingt he location of Hawaii relative to this country and Asta. One of the points brought out With considerable elaboration was the Probable effect on the Nicaraguan canal of the occupation of the islands by some foreign power. He illustrated by a refer- erce to the map showing that Hawaii was in a straight line between the western terminus of the canal and Japan and China. The nation, he said, which controls Hawaii will control that great gateway of commerce, as the guns planted upon Ha- Wwaii would be pointed directly at the mouth of the canal. Key to the North Pacific. He also devoted careful attention to the Importance of controiling Pearl Harbor, now owned by the United States, that the nation which maintained pe sion of this great harbor would hold th: key to the military situation in the North Pacific. He read extracis from reports by engineers and others confirmation of this statement and in support of a state- ment which he made to the character of the harbor, which was that it was safe nd sommodious and could be easily de- fended. He said in repiy to this objection that all rights would doubtless be protected. wa as Dr. Sheldon Jackson is now in Norway as the special agent of the War Department with power to purchase 500 reindeer, which the government will use in forwarding sup- plies to the destitute miners in the Klon- dike. Mr. Wm. J. Kjellman, superintendent of the government reindeer herd in Alaska, preceded Dr. Jackson to Norway and se- lected the animals and keepers for the pro- posed expedition. Lieut. Devore of the army, military secretary to Secretary Al- ger, accompanied Dr. Jackson as far as London and has arranged for the trans- portation of the herd of reindeer to New York, for which purpose he has chartered a steamer. The arrangements for the transportation of the reindeer, the harness and sleds and drivers, will be most difficult and expensive. A large supply of arctic moss must be car- ried fur fodder for the journey across the ocean, as well as for that overland to Seat- tle, and again by water to Dyea. A day's journey inland from Dyea a moss grows on which the caribou of that region subsist, and it is conceded that reindeer can live on any food that is good enough for cari- bou. The long trip is sure to affect the reindeer, but it is hoped that it can be made in a short enough time to allow a short stop for recuperation before the starting of the expedition from Dyea. Disposal of the Pack. The reindeer may be kept by the War De- partment in anticipation of a repetition of this year's distress next winter, or they may be sold at auction in the spring. There a horrid possibility, however, that they ave to be slaughtered for food in the Klondike, and the orders authorize such a thing if the situation justifies it. In case they return safely from thefr mission of humanity. the chances are that they will be added to the herds already estabiished by the government in Alaska. The herd which is thus to be imported will cost about $50,000, exclusive of the cost of transporta- tion and sustenance. The proposed use of reindeer for the re- lief of the Klondike miners has aroused fresh interest in regard to those animals. In Lapland, which includes the northern parts of Sweden, Norway, Finland and the Kola peninsula, there are about 100,000 domestic reindeer.
