It is said that the United States carried its point on the main question involved, viz., as to the right of prospective damages for sealskins which might have been taken if the vessels had not been seized. The British claim included these estimated prof- its, which in the aggregate ran the claims up to a high figure. Intimations are given that the amount of the award precludes the pcssibility of any allowance having been made on account of prospective damages. The Alabama claims commission establish- ed the precedent that remote damages could not be included in a claim, and the present award is evidently on the same line. SSS WARSHIPS IN PRIME CONDITION. Repairing Vessels of the Atlantic Fleet. A statement prepared at the Navy De- partment shows that it has cost $1,400,000 to prepare the vessels of the North Atlan- tic fleet for active service in the south this winter, being two-thirds of the total ap- propriation for the repair and mainten- ance of the entire navy during the present fiscal year. A deficiency will undoubtedly result, and it is expected that Secretary Long will bring the matter to the attention of Congress inimediately after the recess. Chief Constructcr Hichborn estimates that the repair work under his department by the end of the fiscal year will have re- quired an expenditure of over $2,001,000, two-thirds of which has already been ex- pended. The vessels, he says, as a re- sult of the attention given them, are now in prime condition, and next year, save for the increase in the fighting strength, Which will follow through the completion of more vessels and torpedo boats, the money recessary for maintaining ihe navy in fighting condition should not be greatly increased. He estimates that, even with the vast amount of money already expended on ships, there Are now th: each of which will require $100,000 repair work, and a fourth will soon be coming home demand- ing attention to a similar extent. The Newark at Norfolk and the Charleston and Philadelphia at Mare Island will require each $100,000 before they are again sent to sea. The Ranger is another vessel upon which the government must expend a larg sum before she can possibly become avail- able agai ——————o--—_____ The Marictta Rode the Gale Well. The Navy Department has received a re- port from Commander F. M. Symonds of the gunboat Marietta, describing the ex- perience of the vessel in a cyclone during her trip from Sitka, Alaska, to San Fran- cisco. The commander says the seas were very heavy, and one came aboard, smash- ing Some of the brass stanchions. The ves- sel was then brought up into the wind and hove to, attached to a sea anchor or drag. In this position she took the big seas hand- somely, shipping nothing more than spray over her bows. Altogether the commander expresses the greatest admiration for the Marietta’s qualities. —_—-- —_____ FURNISHES CAUSE FOR PEACE. North Spain Pleased at Attitude of Ameri- can Press Regarding Ruiz Death. A dispatch from Madrid last night says: The manner in which the American press has condemned the execution of Lieuten- ant Colonel Ruiz has awakened in Spain sentiments of sympathy, tendiag tavorably
