Claim More Than Justified. “The above statements more than justify the opinion which I expressed in the report en a plan for a permanent census service, for, instead of an extra cost of $2,000,000, to which I guardedly limited myself, it is apparent that under the first comparison there was an extra cost of $6,421,245, and under the second comparison, of $3,372,025. The magnitude of the census work, the lack of time for preparation, the temporary nature of the force, etc., may properly, and perhaps sufficiently, account for the extra- ordinary expense above the $2,000,000 which I have attributed to the absence of civil service rules. “The figures which I have given thor- oughly justify the opinion Mr. Porter ex- pressed to me several years ago, that it would have been much better had the eleventh census been taken in accordance with clvil service rules, an opinion he has now given to the public in an interesting article in the North American Review for the current month, in which he gives as one of the faults of the system under which censuses have been taken, ‘the placing up- on the shoulders of the superintendent, whose mind should be fully occupied with his experts in planing the work, the re- sponsibility of the appointment of an affice force of several thousand clerks.’ Mr. Porter graphically sums up his views rela- tive to the civil service in these words: ‘If Congress expects an intelligent census it must not compel its director to chase all over the United States for mortgages, on the one hand, and, on the other, to be chased morning, noon and night by appli- cants for office.” “If it be necessary to further substantiate the opinion about which you have done me the honor to make inquiry, I would submit the following statement ‘relative to the work and its cost in the tenth and eleventh censuses, respectively: 10th census of the US had the cost of preparing the matter by the eleventh census office been at the same 11th census Items. of the U.S. pareil ems of mat- 9,744 9,784 pages of pared 19,298 - 21,428 Number of 1,000 ot matter prepare 208,794 ‘otal cost. $11,545,713.97 $31.18 $55.20 Increased Cost of Last Cenxus. “Unfortunately, with the data at hand [ am unable to make a‘ comparizon between the cost of production of results in the tenth and eleventh censuses, excluding the cest of collection of material and of print- ing, engraving and binding. The foregoing table is based entirely upon total cost, and by this table it is seen that in 1880 the cost per 1,000 nonpareil ems of matter was $31.18, and in 1890, $% being an increase in cost of 77.36 per cent per 1,000 ems. Had the cost of production of results at the eleventh census been the same as at the tenth, the total cost of the eleventh would stead of $11,542 7, a difference of $5,085,517.05. ‘Relative to this comparisen, the point may be raised that the census office was not under civil service rules in 1880 any mere than in 18. This is true, but in 1880 no office of the government was under civil service rules, and there was, therefore, diffusion or distribution of attempts to cure positions, while at the eleventh census the bureau was probably the only ne in the executive department in Wash- ton not under civil service, so that the concentration of applications was upon the census office. Absolute Wastes. ‘As a matter of personal experience in the census office, and as substantiating the epinion which is the subject of this com- munication, I would say that the total amount expended under the administration of Mr. Porter, from April 20, 1889, to the f his resignation, July 31, 1803, was <0; under Mr. James H. Wardle, ‘ting superintendent, from August 1, 1898, to October 4, 1895, $25,001.52, and under my own wiministration, from October 5, 189 ber 5, 1807, $187,488.65. There had been a constant reduction for many months, and this was kept up without cessation till the close of the cen- sus. There was never a month after Oc- tober, Isv3, that the clerical force reached the number then in office, nevertheless, while these general reductions were being made, and in the absence of any necessity for the increase of the force, 339 new ap- pointments were made. “One other reason, to answer your ques- tion, is found in the fact of the very large number of individual appointments during the existence of the census office. The largest number on duty as an office force at any time was in April, 1891, when there were 3,119 employes carried on the census pay roll. Ordinarily, it would seem that, as )efore and after this date, this number was never exceeded, the total number of ap- pointments in the census office, barring a few emergencies, would not have exceeded 3,119; as a matter of fact, the total num- ber of individuals, not including special agents, upon the rolls of the office force during the existence of the bureau, was 4.465, nearly 50 per cent more than the highest number employed at any one time. indicates » to sus office, a condition which would not have existed had the force been under civil ervice rules. Bowers and flowery terraces decked the grounds of the handsome residence of the bride's father, yachts with gay pennants flying were an- chored at tke foot of the garden, flower girls and chcrus girls led the way to the little neighborhood church, singing and strewing roses in the path of the lovely bride, and all was delightfully decorative as high Chicago society art could make it. Along the flower-strewn way the bride slow- ly advanced, carried on a sedan chair by four stately bearers—her brothers and cousins. These wore tall silk hats, by the way, but that is merely the usual touch of Chicago improvement on old French styles. At intervals—it was a warm September morning—the four bearers set down their lovely burden—so the story goes—and mop- ped the moist brows under the tall silk hats On they moved until again warm and weary.
