14 THE EVENING STAR, MONDAY, NOVEMBER 22, 1897-14 PAGES, ITS PREY IN SIGHT (Continued from Eleventh Page.) Croker’s office that he has found it neces- sary to slip out by a back door when he gets ready to go away. The fact that Mr. Sheehan has had more than one confer- ence with Mr. Croker since the latter's re- turn from the south is pointed to as evi- dence of the incorrectness of the rumor of an impending rupture between them. ‘Tammany men who take this view are in- clined also to attach significance to the fact that Mr. and Mrs. Sheehan were guests of Mr. and Mrs. Croker in their box at the horse show, construing it as proof positive of the continuance of the friendly relations of the two leaders. The information comes from apparently authoritative sources that Deniel E. Finn of the first assembly district is Mr. Croker’s selection for leader of the democratic mi- nority in the lower house of the next leg- islature. He may be opposed, it is said, by George Palmer of Schoharie, who is regarded as representing the David B. Hill influence. In this contingency certain po- litical prophets see the possibility of a test of the relative strength of Mr. Hill and Mr. Croker as rival state leaders. As a result of the incorporation of the different cities and towns at the mouth of the Hudson river into the Greater New York, and the recent municipal election, the work of reorganization of the different po- litical parties gces steadily forward. A plan for reorganization of the republican party In the Greater New York -territory is aiready being developed. An announce- ment to this effect was made at the meet- ing of the New York county committee at the Murray Hill Lyceum recently. There will in all probability be a general city committee which will be supreme in party government for the city with subordinate county, borough and district committees. New Enrollment of Republicans. An entirely new enrollment of the re- Publicans of the entire territory will prob- ably be undertaken. This is in accord- ance with the instructions of the recent republican city convention. In all prob- ability the New York county committee, so powerful at the present time, will be kept in existence, although it is probable that it will be shorn of mary of its exist- ing powers at the present time. Neverthe- vill be co-ordinate in pian and the county committee of Kings, ns and Richmond. It is proposed by arrangement to bring the warring fac together in harmony. It is the pres- intention to empower the city commit- that was created by the city conven- tion on Septen.ber 28 to conduct the cam- paign, and of which Mr. Quigg is chair- man, and Frederick S. Gibbs and Cornelius an Cott, Manhattan; Lieutenant Governor Timothy L. Woodruff, Walter B. bury and Theodere B. Wills, Brooklyn; Hugh McRoberts, Richmond, and Henry C. John Queens, are among the twenty- eight members to draft a charter for t proposed organization. The charter will, it is said, be submitted to the county committees for their ratiti- cation. If they approve it, it will then be submitted to the state convention next ‘ummer for final approval. Upon its final adoption it is proposed to hold an entirely new enrollment, the rolls thus created to be substituted for the present rolls. The primaries to be held in December, 1898, 1 is said, will be under this new enrollment. Uncer the proposed charter the county or borough committees, as they will then be termed, will exist only for purposes purely local. Lemuel E. Qvieg will be re-elected chair- man of the county committee, the commit- © at its regular monthly meeting having adopted a vote of confidence unanimously. Not one of the district leaders who had criticised Chairman Quigg and declared an intention to opp. leadership had one word to say. Citizeas’ Union to Be Continued. As for the Citizers’ Union, at a recent meeting it was decided by the leaders to continue that organization. “The kinder- garten” methods of these men are apparent it is understood that have prac- y de d not to name candidates for «© offices and congre mal offices next year. The Greater New York charter pro- vides for the election of mayor oniy once Just how the I Citizens’ Union hope or expe ward the work of that orga’ to carry for- ization and ar- range for a successful campaign fo from now with usr ional and dential campaigns intervening, remains be explained. To a wi. . & campaign erce in four years to stantly defile ant issues the attention of the public from the main issues of the Citizens’ Union, non-partisanship in municipal poli- ties would secm 2n impossibili aspe is this apparent when it is remem- that democratic and republican or- »t up political or- bered ganization practically ke; ganization work throughout the entire year. An official of the Citizens’ Union declares that he has no intention of ion with the regular republican or- ation. “I am a republican, regularly led,” he adeed, “and while I expect to in a member of the Citizens’ Union, I also retain my membership in the lar repub'ican organ‘zation.
