A dispatch from Madrid says: Senator Salvani has written a letter to the newspa- pers here ‘n reply to the article on the Cu- ban question published in an American magazine, of which Hannis Taylor, the fermer United States minister to Spain, is the author. The senator says: “I am astounded at Mr. Taylor's article in an important American review.” Continuing, Senator Salvani then pro- ceeds to tell the following story: “I met Mr. Taylor last April in a street of Madrid, and though out of prudence I asked him nothing, he said: “Spain must not suppress the Cuban in- Surrection by force of arms alone. She must carry out reforms.’ “He did not mention a word about au- tonomy, but he added: “Peace will then follow immediately. Spain has a friend in the White House, Whose powers are on the eve piring, and she ought to profit by the opportunity to obtain peace speedily, for whoever suc- ceeds him, he is certain to be less favorable to Spain than Prosident ¢ “I recognized the importanc going declaration, and I hastened to com- municate with my friend, Premier Cano- vas, who warmly thanked me in a letter which I have returned. “Shortly cfterward the reforms of Can- began to be d about, and I was commissioned to explain them to Mr. Tay- lor and to tell him they would be published Within a fortnight, as actually occurred. Mr. Taylor embraced me, saying: “*You and I will bring about peace in Cuba, and thus powerfully contribute te the good of humanity and uphold the great interests of civilization by ending the war, the prototype of crime and a return to bar- barism,’ “I again hastened to communicate these words to the proper quarter. “Just prior to these events Mr. Ty at lunch in my house and in company with Castelor and others, toasted peace, warmly protesting his admiration and love for Spain and expressing the desire to see ut Succeed in the work of pacificat “Shortly after the election of F McKinley, when it was mooted that Mr Sherman would be made Secretary 0} State, I asked Mr. Taylor if Spain woulk of the fore- mot have reason to fear a man who, in * speech in the Senate, had displayed suct hatred of Spain. Mr. Taylor replied: ““Don’t notice that, for Sherman, as 8 resporsible ministe ions. spect.” In conclusion, Senator Salvani remarks “These ideas and sentiments differ greatly from those attributed to him now.” ———- see = SCHOOL SAVINGS BANKS. Tend to Prevent Pauperism Children Thrift: From the Buffalo Express. will change his opi pain has nothing to fear in this rm di Make The W. C. T. U. has been successfully Promoting the cause of school savings banks In the United States for eight years. The system was brought to the United States in 1885 by Mr. J. H. Thiry, who had used it in Belgium and introduced it in Long Island City schools. The W. C. T. U. became interested in the school inks banks at Atlanta, Ga., where Mrs. Ober- holizer read a paper on the subject at the national convention in 18%, and adopted it as a department with her as superintend- ent. Children are practically trained to un- derstand not that somebody owes them support, but that they, themselves, hold the keys of fortune and can by taking care of little amounts of money be able to heip themselves and aid others. This method of teaching economy and business methods is in use throughout Bel- sium and France, under patronage of the respective governments, while it is used in a part of the schools’ in England, Maly, Denmark, Germany, Hungary and other European countries. The self-responsibili- ty engendered by personal ownership,teach- ers say, makes the children more zealous in the pursuit of their studies. The roll is called every Monday morning for the collection of the children’s savings. When the teacher has compicted the roll call, the money is placed in an envelope, marked with the amount, sealed and con- veyed to the principal, who acts as tem- porary treasurer, if the sehool is graded. The first collection is deposited in the bank in the name of the teacher or principal, who receives in ret a bank bovk in which is recorded the amount deposited by all the teachers, as a general school fund. A deposit list, copied from the teacher's roll book, must be sent monthly to the bank in order that the accounts of the scholars may be individualized. When a child has deposited $1, he is given a bank beok and becomes, through the regular patron of the bank. W1 pesit reaches $3 or % (as the bank may elect), it draws interest at 3 per cent. The pupils are allowed to tuke their bank books home for a day or two at the ciose of every month. The family interest aroused by the monthiy examination of these bank accounts has in many inst-nc already noted, had telling foiks have read their children. The school savings-bank system is now in successful use in 400 schools in the Unite: States. One hundred of these are in Penn sylvania. New Jersey and New York rank next in number. The system is in eight public schools in North Dakota, in all the Public and parochial schools of Grand Rapids, Mich., and in two or three schools of several other states. State superintendents of public instruc- tion have expressed general approval of this method of teaching thrift and United States Commissioner of Education Dr. Harris says: “The school savings banks tend to prevent pauperism, crime, prodi- gality and various vices and to make chil- dren thrifty, orderly, economical and dis- criminating in the use of moncy. It has its influence upon all phases of economy and propagates virtue.” ——_+e-+_____ OUTPUT OF TWO FORESTS. and older jessons im ihrift vhrough Almost Inconceivable Amount of Lam- ber Cut in Wisconsin and Minnesota. From St. Nicholas. About 4,160,000,000 fect of logs were cut in the season of 1895—that is to say, what is equivalent to 4,160,000,000 pieces of board 12 inches square and 1 inch thick. I won- der if eyen the lumber men themselves and the log cutters and the manufacturers of lumber in the great mills realize what an enormous amount of lumber this is. ‘Why, it would build a house around the globe, with a main room 10 feet high and a large attic, ceiling up the inside walls ard roof with sweet, fragrant pine; it would put down a matched floor. and then, when the house was all completed, there would be left enough lumber light board fences on either side of the house 3% feet high the whole distance around the globe. Besides all this, there would be shingles enough for a good portion of the house; and then, if the mighty builder of such a globe-girdling— house wanted to fit it up a little more neatly, there would be a large supply of laths, and, I suppose, the plasterers could furnish him enough stucco and lime. Or, if he wanted to construct a roof-shel- ter for all the people on the globe, our mighty builder could accommodate them all, allowing to each man, woman and child a clear space of 2 square feet in which stand, and still have room left : ue material to construct a bicycle of = Mite over 3 Sattar ieee he aan to the moon, for there would be nearly 800,000 miles of board a foot wide and an inch thick.
