Now is the time to indulge in such discussion, for it is-entirely safe to do so. No extreme measure of any kind could possibly become a law. The House and the Senate are not in agreement on the financial question in.any of its bear- ings, and the President, under the instruc- tions of the St. Louis platform, would not’ be justified in signing aw extreme measure if one were sent to him.
