The Secretary of State advised as to the reasons which led British government to decline to en conference on the seal question uni is limited to the experts of the United States, Great Britain and Canada, who have made an investigation of the subject during the past season. The British view, as laid before the State Department, is that at no stage of the ne- soliations has the British government agreed to a conference except that between the experts of Great Britain, Canada and the United States. It is not questioned that Secretary Sherman and Ambassador Hay made suggestions that the conference should be between “the powers interest- ed,” and that some of the notes from the United States authorities expressed a de- has been fully the | sire to have Russia and Japan take part in the conference. But it is pointed out that these suggestions came from the United States, and until accepted could have no effect in determining the nature of the con- ference. So far as the suggestions were accepted, the note of Lord Salisbury, of July 28, is said to stand alone, and this note, it is stated, mentioned o1 a _con- ference between the experts of the United States, Great Britain and Canada. The latest correspondence on the subject lea@s wo considerable doubt as to who will participate in the coming meetings. It has been Understood that the difference would be bridged over by holding two meetings, in one of which Russia and Japan weuld participate, without Great Britain, while a second meeting would be held between the experts of Great Britain and the United States. It is understood that Ambassador Hay was dire-ted to effect such an arrange- ment in case Great Britain declined to en- ter the general conference. But there is row some question whether the British authorities will participate in any way un- Ul a definite decision is reached as to who will take part in the general conference, as there is understood to be a reluctance on the part of the British to join a dual con- ference and some doubt whether the Brit- ish experts will Ieave for this country to attend either a general or limited confer- ence until an understanding is reached on the entire subject. As the conference is So near at hand—the first plan having been to hold it October 23—the negotiations are necessarily conducted by cable, and by this means a satisfactory adjustment may yet be reached. 2 +—_____ * Williams Pleaded Guilty. Hayes Williams, a young colored man, today pleaded guilty in Criminal Court No. 1 of stealing $65 worth of jewelry from Mrs. Eulalie 8S. Harper, his employer, the 9th of last July.
